Job description
We are seeking to fill a Management Analyst 5 position to serve as the Information Services Division's (IS) expert on complex multidimensional IT management issues, division-level initiatives, as well as provide consultation to the IS Management Team. You will also have the opportunity to lead the division's Lean program by developing and executing implementation plans for improvement initiatives related to IT service delivery.

Who we are looking for:
You are an experienced change agent who projects a positive attitude and encourages process improvements. You will manage divisional resources to ensure risk and change a communicated to all levels within the organization.
This position is an opportunity to collaborate and build strong partnerships while sustaining an idea-driven environment. You must have a strong communication background with knowledge of individual level change awareness.
Some more of what you'll do:
- Develop strategies for the use of available resources defining divisional needs and priorities, long-range planning and setting goals and objectives.
- Manage the division’s $18.5 million budget and develops strategies and recommendations for the use of available resources to meet long range plans and the division’s operating goals within budget constraints.
- Calculate budget projections for fiscal year and biennium periods by analyzing planned expenditures, budget history, and anticipated expenditure activity.
- Manage the division’s performance measures, including development, complex analysis and accurate reporting.
- Analyze data and write reports for national, statewide, and agency-wide audiences.
- Independently perform data research and analysis and ensure agency compliance with requirements for information technology business management (ITBM) reporting.
- Coordinate with DOR Budget Office and all DOR divisions to ensure that all IT expenditures (payroll, hardware, software, contracts, etc.) are correctly coded so DOR’s IT expenses are correctly reflected in the state’s TBM software.
- Prepare data presentations and report using ITBM data and tools for division and agency leadership.
Associate's degree in business administration, public administration, or a related field AND four years of experience conducting research; analyzing policies, laws, rules, or regulations; managing projects; monitoring and reporting results; or comparable combination of education and experience.
In addition, candidates must be proficient using M365 tools (Word, Excel, PowerPoint, Teams) to create reports and analyze data.
Preference may be granted to candidates that possess a bachelor's degree in business administration, public administration or a related field.
