As the Language Access Community Outreach Specialist (Health Services Consultant 3) you will contribute to and lead health equity communications and language access efforts to reach the most-impacted communities with vital public health information now and in future public health emergencies. You will also provide communications and access technical assistance to community-based subcontractors under the Health Disparities Grant.
This project position sits in the Equitable Access Branch of the Center for Community Relations and Equity (CR&E) in the Executive Office of Public Affairs and Equity (OPAE). The Equitable Access Branch assists the agency in strategy and action around language access, accommodations, culturally and linguistically appropriate services (CLAS), health literacy, equitable health communication, and accessible decision making and policy change.
This project position is currently funded through May 31, 2024.
The incumbent may be located anywhere within the State of Washington. Telework (mobile work) is expected. When approved, the incumbent will work with their supervisor to identify an appropriate work schedule and balance, including telework and reporting to the Tumwater duty station for work activities. It is anticipated that the incumbent would be expected to report to the Tumwater duty station for work activities once every few months. This would need to be a conversation between the hiring supervisor and the incumbent.

Some of what you’ll be doing
- Providing health communications, language access, and equity expertise and guidance to support Health Disparities Grant contractors on their community-centered and community-driven health education and communication efforts.
- Assisting staff to build an understanding of requirements and importance of Title VI of the Civil Rights Act in our work at DOH.
- Supporting the update of DOH’s Language Access Plan, including research, community engagement, and evaluation.
- Collaborating with team members to create guidance on and provide staff training opportunities to learn about and incorporate language access and culturally and linguistically appropriate services (CLAS) into their work.
- Working with team members to build systems and structures that create more accessible community feedback and partnership opportunities.

Required Qualifications
Option 1: Four (4) or more years of experience leading, developing, or coordinating projects or programs centering around equity, addressing health inequities, cultural appropriateness, health communications, health literacy, community engagement, and/or working with historically marginalized groups with a focus on language access.
Option 2: A bachelor’s degree or higher from an accredited college or university in public health, community health, social work, health communications, public administration, business administration, or a related field; AND two (2) or more years of experience leading, developing, or coordinating projects or programs centering around equity, addressing health inequities, cultural appropriateness, health communications, health literacy, community engagement, and/or working with historically marginalized groups with a focus on language access.
AND
- Demonstrated experience in leading and managing large-scale and complex projects.
- Demonstrated experience in communications planning, writing, and dissemination.
- Experience building new systems and processes to improve language access.
- Experience developing health promotion messages and/or campaigns that are community-informed and resonate with the intended audience.
- Experience collaborating with partners to complete projects.
- Excellent organizational and communication (verbal, written and interpersonal) skills.
- Competency in Title VI of the Civil Rights Act of 1964.
Desired Qualifications
- Competency in Title II of the Americans with Disabilities Act, Section 1557 of the Affordable Care Act, and Federal Executive Order 13166.
- Proficiency in a language other than English.
- Experience planning and facilitating meetings or convenings with community partners.
Note: Experience for both required and desired qualifications can be gained through formal professional employment, volunteer experience, lived experience, or a combination.
