The Staff Development Center (SDC) at CSUSB exists in support of the University's 2015-2020 Strategic Plan, Goal #2, Faculty and Staff Success. The purpose of this position is to contribute to the SDC's mission of promoting and encouraging opportunities for the professional and personal growth of staff employees. Specifically, the Learning & Development Specialist identifies, proposes, and develops training opportunities for staff toward leadership and workforce capabilities. The Learning & Development Specialist utilizes our learning management system to research, recommend, guide, and facilitate; consults with employees on career-related discussions, provides guidance on individual learning plans and professional development plans; designs and develops training program materials, facilitates training, manages and maintains designated website(s), generates metrics, data analytics and reporting.
Responsibilities include, but are not limited to:
- Identify, plan, and execute learning opportunities, including the utilization of learning management systems (e.g., CSULearn, LinkedIn Learning).
- Consult with subject-matter experts regarding initial workshop structure and minor content development; propose options/alternative. Summarize feedback from assessments of learning opportunities.
- Facilitate/co-facilitate learning opportunities in various topics (e.g., customer service); may train new facilitators/trainers.
- Provide Lead direction on professional development programs, including topic discussions, guest speakers, design, and delivery (e.g., Employee Development Day, Coyote Learning Circle, Pawz for Learning, 12 Days of Learning, and a variety of staff campaigns.
- Primary content creator and editor for the Staff Development Center website and back-up content editor for Human Resources and Benefits websites. Maintain content, accessibility, and compliance; propose and design content to improve navigation for enhanced user experience.
- Consultation - recommends training paths, provides career-related advice, resume review, interview preparations, and individual learning plan guidance.
- Budget and Data Analytics - prepares budget projections, monitors budget spending, processes reimbursements, and reconciles invoices, requisitions, and procurement card statements; design and utilize methods for measuring the effectiveness of Learning and Development programs, including metrics, theme, and assessment surveys.
- Provides administrative and clerical support as needed and other duties as assigned.
Minimum Qualifications: Required Education and Experience
- General knowledge and skills in the applicable administrative and/or program field with a foundational knowledge of public administration principles, practices, and methods.
- This foundation would normally be obtained through a bachelor's degree and/or equivalent training and administrative work experience involving study, analysis, and/or evaluation leading to the development or improvement of administrative policies, procedures, practices, or programs.
Required Qualifications
- Ability to performance of a variety of administrative, technical and analytical duties of limited to moderate complexity and/or day-to-day administration of a program within the SDC under general supervision.
- Ability to coordinate projects within the SDC or with other units the SDC collaborates with. Ability to handling multiple work priorities and accountability for own work results.
- Ability to use of independent judgment to make decisions, interpret, and apply a wide range of policies and procedures related to the program area and/or administrative specialties. Ability to follow and utilize standard CSUSB, HR, SDC procedures and practices.
- Knowledgeable of how to resolve a wide range of administrative problems related to day-to-day work unit and program operations. Precedents may often be relied on to determine appropriate solutions.
- Posses knowledge of limited innovation, but some ingenuity may be used to meet SDC needs.
- Ability to focus primarily on own work assignments and projects, rather than lead work direction. However, duties may include overseeing clerical operations and providing lead direction to support staff.
- Possesses working knowledge of general practices, program, and/or administrative specialty. Basic knowledge of and ability to apply fundamental concepts. Working knowledge of budget policies and procedures.
- Ability to learn, interpret, and apply a wide variety of policies and procedures relating to and impacting the applicable program, organizational unit, and/or administrative specialty of HR/SDC.
- Knowledge of basic methods and procedures for research and statistical analysis and the ability to apply them.
- Ability to analyze data and make accurate projections using business mathematics and basic statistical techniques.
- Ability to organize and plan work and projects including handling multiple priorities.
- Ability to make independent decisions and exercise sound judgment.
- Ability to compile, write, and present reports related to program or administrative specialty.
- Demonstrated ability to establish and maintain effective working relationships within and outside the work group and serve as a liaison for the organizational unit.
Preferred Qualifications
- Knowledge of Learning Management Systems (LMS), including capabilities, limitations, and best practices.
- Able to collaborate with internal and external subject matter experts to develop and deliver course content for online/in-person delivery.
- Able to write scripts, and/or curricula to match the training needs of the target audience.
- Able to evaluate outcomes and effectiveness of learning and organization development initiatives.
- Knowledge of data analytics and the ability to track, analyze, and report metrics clearly and concisely.
- Demonstrate strong ability to operate learning technologies and programs related to online courseware development, virtual training, online publishing, video editing, and other related tools.
- Ability to initiate, establish, and foster communication and teamwork by maintaining a positive, cooperative, productive work atmosphere inside and outside the University with the ability to establish and maintain effective working relationships within a diverse population and with those from various cultural backgrounds.
- Excellent communication skills; effectively communicate information clearly and understandably, both verbally and in writing with thorough knowledge of English grammar, spelling, and punctuation.
- Ability to interpret, communicate and apply policies and procedures.
- Demonstrated ability to maintain a high degree of confidentiality.
- Excellent organizational and time management skills with the ability to operate with minimal supervision to set own priorities to coordinate multiple assignments with fluctuating and time-sensitive deadlines.
- Working knowledge of or ability to learn University infrastructure, policies and procedures quickly.
- Flexible and adaptable; resourceful, proactive problem-solver who can anticipate the next steps, take the initiative, exercise discretion, and sound judgment.
- Proficient in MS Office Suite: Outlook, Excel, Word, and PowerPoint.
- Demonstrated skills in an institutional/educational environment utilizing a customer-oriented and service-centered attitude.
- Certification (e.g., APTD, Associate Professional in Training & Development or CPTD, Certified Professional in Training & Development).
- Master's Degree in Business, Human Resources, Psychology, or Information Technology.
- Proven accomplishment with web-based authoring and creativity tools, including but not limited to eLearning authoring tools such as Camtasia, Captivate, Articulate Studio, Storyline, Adobe Creative Suite, Flash, etc. and the use of audio and video in creating learning programs.
- Experience with a utilizing and managing a learning management system; either cloud-based, self-host.
- Proficient in Adobe Sign, Canva, Concur, Drupal, LinkedIn Learning, MailChimp, Microsoft Teams, OneDrive, Skillsoft, and Zoom.
- Familiarity with personality assessment (e.g., Strengths, Myers-Briggs Type Indicator, True Colors).
Compensation and Benefits:
Anticipated Hiring Range: $3,518 - $4,500 per month
Classification Salary Range: $3,518 - $6,791 per month
The CSU system provides a comprehensive benefit package that includes medical, dental and vision plans, membership in the California Public Employees Retirement System (CalPERS), sick and vacation time, and 14 paid holidays a year. Schedule: Monday through Friday from 8:00 am to 5:00 pm, weekends and evenings may be required.
