OVERVIEW :

The Learning Program Manager plays a critical role by providing the city with leadership and consulting expertise in employee learning to enhance the capacity and productivity of the City of Boulder and its employees. In alignment with the city’s and HR’s strategic objectives, the Learning Program Manager works with HR and other city partners to conduct needs assessments, develop content, deliver training in both classroom and virtual environments, and coordinate the administrative aspects of the city’s Learning Management System. The training content may cover change management, policies and procedures, communication, supervisory or management development or other topics. You will also have a significant impact positively influencing employee engagement by reinforcing the city’s culture and values.

The starting pay for this position is $67,600 - $82,576 annually, commensurate with experience.

JOB
DUTIES AND RESPONSIBILITIES:

  • Design, plan, maintain, and facilitate/deliver city employee learning initiatives to help employees maintain or enhance job skills. This includes: developing course curricula, supporting materials/job aids/visuals, formulating teaching outlines, and determining instructional methods
  • Source 3rd-party training content, when appropriate, and make recommendations on a buy/build strategy, through the lens of organizational need and fiscal responsibility.
  • With support from the HRIS team, performs functions in the Workday LMS to support the ongoing learning needs of the city. This includes assisting distributed learning administrators with core functionality such as enrollment, event scheduling, and progress tracking.
  • Assess training effectiveness and modifies, expands or focuses programs to improve results.
  • Schedules and tracks training initiatives, communicates with employees and managers, conducts marketing campaigns. Maintain and update Learning pages on City intranet and/or SharePoint.
  • May conduct needs assessments and gap analyses to determine individual and group training and development needs and objectives within the organization.
  • Facilitates discussions with employees on various assessment results

MINIMUM
QUALIFICATIONS :

  • Bachelor’s degree in Training & Development, Adult Learning/Education, HR, or equivalent
  • Three years of experience as a professional trainer with the primary focus on creating and conducting employee training
  • Experience in facilitation and presentation skills including classroom and virtual delivery. Familiar with adult learning methodologies
  • Exceptional interpersonal and communications skills, including the ability to work collaboratively as part of multiple work teams, inspire trust, work effectively with difficult people, and adapt well to diverse audiences.
  • Demonstrated organized approach to setting priorities and achieving objectives.
  • Demonstrated proficiency in both creating and maintaining innovative programs and systems to support them. Skills in Microsoft Office Suite and LM systems.

PREFERRED QUALIFICATIONS:

  • Five or more years of experience creating and delivering HR training content
  • Advanced degree in Adult Learning, Training and Development, or HR
  • Human Resources Professional Certification (e.g., PHR, SPHR, SHRM)
  • Experience with Workday

WORKING CONDITIONS - Required Physical
and Mental Effort, and Environmental Conditions:

Physical and Mental Effort: Sufficient clarity of speech and hearing or other communication capabilities that permits the employee to communicate effectively on the telephone and in person. Sufficient vision or other powers of observation that permits the employee to review, evaluate and prepare a variety of written documents and materials. Sufficient manual dexterity that permits the employee to operate computer equipment and other office equipment. Sufficient personal mobility and physical reflexes, which permits the employee to work in an office setting. Work may include extended periods of time sitting, standing, viewing a computer video monitor and/ or operating a keyboard. Ability to work under stress from demanding deadlines, public contact, and changing priorities and conditions.

Work Environment: Works primarily in a clean, comfortable environment. Works in a setting subject to continuous interruptions and background noises.

Machines and equipment used include, but are not limited to, the following: Frequently uses standard office equipment including personal computers, telephones, copy/fax machines, driving a motorized vehicle while conducting business on behalf of the city.
