Westbay Community Action, Inc. is looking for a LIHEAP (Low Income Heating Assistance Program) supervisor to join our team! The successful candidate will oversee application procedures and ensure applications are accurate and processed in a timely manner. The position consists of training, supervising, and overseeing day to day operations of LIHEAP and reception staff. The rate of pay is $21 per hour with generous benefits packages!
QUALIFICATIONS:
- High School diploma required or equivalent
- 3 year experience within LIHEAP Program
- 3 year experience data entry, experience with Hancock data entry system preferred
- Strong working knowledge of modern office communications systems
- Strong communication skills and ability to travel to local outreach/marketing events
- Pass BCI clearance

The environment includes a clinical business office environment, client’s homes and community based organizations. Potential exposure to blood borne pathogens, respiratory diseases and other infectious diseases, and other biohazardous material requires universal standard precautions. This position requires the individual to have their own transportation, a current unrestricted license to drive, documented auto insurance and the individual must be willing to work in client’s homes and the community.
SPECIFIC DUTIES:
The duties listed below are primary functions of the job, and are not intended to be all-inclusive. You may be called upon to perform duties comparable to those cited.
· Prepare and implement the program mailings to program client base
· Develop the plan for each year's new program, addressing mandated changes
· Oversee day to day operation of LIHEAP
· Develop training opportunities for staff
· Supervise staff and conduct performance reviews as needed
· Review staff work for accuracy and compliance
· Maintain inventory of office supplies
· Train and supervise staff and volunteers and monitor their performance on a daily basis
· Monitor and review caseload with LIHEAP
· Review applications and documents to ensure their completeness and accuracy
· Interview clients as needed and complete applications with documents
· Maintain regular contact with clients and provider companies
· Answer telephone inquiries as needed
· Oversee accuracy of data entry operation and perform quality assurance checks
· Complete statistical and computer reports required by Westbay, the state, and agency partners
· Print and process checks for vendor and client payments
· Attend necessary trainings and meetings
· Act as liaison between the agency and DHS in areas related to LIHEAP
· Process and submit returned funds to Administration
· Ensure strict adherence to program regulations and procedures
· Participate in public policy forums whenever possible
· Education the general community about the services of Westbay
· Complete Funds Status Summary/Vstats, A-60 and other reports as required
· Process and approve Arrearage Management Plan, send approval to National Grid
· Determine eligibility for UWRI Good Neighbor and complete/submit quarterly reports
· Ensure smooth operation in Reception and that the initial contact with Westbay is prompt, courteous and professional.
· In the absence of Director Social Services, assume additional responsibilities as necessary to ensure smooth functioning of Program.
