- Salary for Range 7 is $69,502 - $103,118
- Final salary is based on relevant experience

SUMMARY:
Manage the day-to-day operations of the district’s payroll and accounts payable functions. Supervise three Payroll staff and three Accounts Payable staff. Resolve payroll and accounts payable issues and problems. Submit required payroll information to local, state and federal agencies.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
Payroll Management
- Compile reports and provide data for annual Workmen’s Compensation audit in coordination with Human Resources.
- Develop, maintain, and update policies and procedures that govern district payroll to ensure compliance with state and federal laws, PERA rules and district policies. Educate appropriate key staff district-wide, monitor, and enforce compliance.
- Prepare monthly PERA report of wages earned. Includes verification and reporting of PERA
Retiree vendors.
- Serve as Plan Administrator for 403(b) companies.
- Reconcile and process monthly and quarterly tax payments, banking wires, ACH payments,
State & Federal wage reports and tax-sheltered annuity payments/reports.
- Resolve payroll issues as needed both independently and with Payroll staff. Work closely with
Senior Systems Analyst to implement program changes.
- Work with Insurance Specialist in HR to process monthly changes to employee insurance coverage; reconcile monthly insurance invoice and submit payment.
- Supervise three Payroll Specialists.
Accounts Payable Management
- Lead development and maintenance of policies and procedures that govern district disbursements in compliance with state and federal law, including 1099 and tax-related matters. Educate staff district-wide, monitor, and enforce compliance.
- Review expenditure items for proper authorization, account codes, and policy compliance.
Monitor and maintain internal controls related to accounts payable functions.
- Ensure district P-card purchases comply with policies and procedures. Process the payment to the bank ensuring accuracy and timeliness.
- Supervise three Accounts Payable staff.
- Perform other duties as assigned.

EDUCATION AND TRAINING:
- Bachelor’s Degree in business discipline preferred.
- Equivalent combination of education and experience accepted.
EXPERIENCE
- Over three years of experience in finance, accounting and/or other work-related area.
SKILLS, KNOWLEDGE, & EQUIPMENT
- Basic math, writing, communication, and accounting skills.
- Basic knowledge of personal computer and software (Word).
- Advanced knowledge of spreadsheets (preferably Excel).
- Knowledge of state chart of accounts, analytical skills and strong people skills.
- Operating knowledge of 10-key adding machine, fax machine and standard copier preferred at hire.
SUPERVISION/TECHNICAL RESPONSIBILITY
- Supervise Payroll Specialist(s), Payroll Technician(s) and Accounts Payable Accounting
Technician(s).
JUDGMENT AND DECISION MAKING
Work is assigned by Chief Financial Officer and self-directed. Work is guided by Thompson School
District policies and procedures. Decision making requires collaboration with Chief Financial Officer and co-workers. Supervisor is occasionally involved in decision making.
