Northrop Grumman Space Systems Sector - Chief Information Officer (CIO) Program Management Office (PMO) is seeking an Enterprise Services Program Manager (ESPM) at the Manager Information Technology 3 level, in support of the Payload and Ground Systems Division (PGSD) to support the east and western regions of the division.
The ESPM - Manager level 3 will report to the Enterprise Services IT Program Director (ESPD) for PGSD and will serve as the primary liaison representing the Space Sector CIO PMO supporting the Remote Sensing Program BU Vice President for the east region or the Integrated National Systems BU Vice President for the west region. This role will provide Corporate Chief Information Office leadership to ESPMs and technical teams providing innovative information technology and security solutions in those regions to support program requirements.
The ESPM - M3 leads all aspects of implementing innovative information technology (IT) solutions that deliver value and enable PGSD strategic business initiatives. This includes leading all IT strategic planning and implementations, as well as day-to-day IT activity across PGSD programs. In addition, the ESPM - M3, in coordination with CIO and Global Operations service lines, is accountable for the delivery of all services that the corporate office provides, including Service Center Operations, Cyber Security, and Security.
Other Responsibilities include:
- Execute the Chief Information Office strategy and operational activities including service delivery, technical requirements gathering, build versus buy analysis, infrastructure solutions and project execution.
- Act as the CIO ambassador to business leadership, functional organizations, and site employees and advocate to represent business unit requirements and concerns to the Space Systems Sector CIO PMO.
- Maximize the alignment of the CIO operating model, strategies, and investments and communicate CIO events and enterprise initiatives to the sites and programs.
- Coordinate with various site business leadership, homeroom managers, and end user groups to identify, plan, implement, and sustain CIO strategy to meet site, division, and sector strategic and tactical objectives.
- Monitor customer satisfaction with service delivery and engage CIO resources to assist as required to meet and exceed CIO service level objectives.
- Escalate service actions and associated delivery priorities as required.
- Identify systemic technical and service delivery challenges affecting the sites and then coordinate solutions with CIO functional representatives; engage constructively to identify solutions.
- Develop annual CIO project and budget plans to support Long Range Strategic Planning (LRSP)
- Develop, present, and obtain approvals for budgets, project plans, and business unit initiatives which involve the CIO Office.
Basic Qualifications:
- Must have an Active TS/SCI Security Clearance with/Polygraph.
- Must have a Bachelor’s degree with 14 years of relevant professional experience; or Master's degree with 12 years of relevant experience.
- Must have experience providing strategic direction regarding Unclassified and Classified IT products, processes, applications, and/or technologies is required.
- Must have experience leading and working with matrixed or virtual teams in unclassified and classified environments.
- Must have experience in program management, budget management, analysis, planning, presentation, and human relations’ skills are required.
- 25% travel is required.
Preferred Qualifications:
- Master's degree in Computer Science, Information Systems, or relevant discipline
- Prior Northrop Grumman Space Systems business, space government customers, and space program disciplines highly desirable
- Experience in developing, deploying, and supporting systems that automate business, quality, and program management processes (e.g., ERP, quality management systems)
- Demonstrated experience in forecasting and executing the management of a large tools portfolio to meet compliance, agility and affordability business goals.
- Broad background in IT Infrastructure, business applications, and operations
- Self-starter who works quickly and effectively, can get up to speed with program processes quickly and enjoys a fast paced, dynamic environment.
- Entrepreneurial spirit, and ability to challenge the status quo while providing innovative solutions to complex IT requirements.
This position reports to Linthicum, MD, USA, however, this position can also be worked from Aurora, CO, CO, USA.
