The Bureau of Adult Special Populations (BASP), in the NYS Department of Health, strives to support people with mental illness, substance use disorder, intellectual or developmental disabilities, chronic conditions, and physical disabilities to achieve maximum health, independence, and quality of life. Working closely with the Office of Mental Health (OMH), the Office of Addiction Services and Supports (OASAS), the Office for People with Developmental Disabilities (OPWDD), and the AIDS Institute, the Bureau cultivates excellence in collaboration, program development, special projects, and policy knowledge and implementation.
The Bureau oversees the state-wide Medicaid Health Home Program (HH) for adults. The Health Home program is a Care Management program that coordinates the member’s total physical, behavioral, and social care needs. The Bureau is seeking a passionate Medicaid Program Advisor who will report to the Manager of the Health Home Operations Team, providing strategic support and expertise to the HH Program.
- •Serve as direct liaison to Health Homes through the provision of technical assistance and support to ensure compliance with program standards.
- •Collaborate and build strong working relationships with the Children’s Health Home team, OMH, OASAS, OPWDD, and AIDS Institute.
- •Support the HH Operations team through collaboration with the HH Policy and Research team, the HH Strategic Planning team, and others within BASP, Office of Quality & Patient Safety (OQPS)and the Division of Data Services and Analytics (DDSA) as assigned, to assist in moving large- and small-scale strategic initiatives forward.
- •Prepare project plans, meeting materials, memoranda, and other communications.
- •Think creatively and provide feedback on proposed budget initiatives, policies, regulatory changes, and Program strategy.
- •Facilitate meetings, both internally and externally upon request of Medicaid Program Manager.
- •Submit requests for updates to the Health Home website.
- •Think critically about and submit requests for research, data, and data analysis in support of key initiatives.
- •Work independently and identify the need for partnership with the team and others to elicit expertise needed to reach objective of project/assignment.
- •Other tasks in support of the Bureau’s mission and goals.
- • Bachelors Degree
- •8 years of experience
- •Preferred Qualifications:
- •Passion for serving vulnerable populations, especially those with mental health needs, substance use disorders, chronic conditions, criminal justice involvement, and those experiencing homelessness, food insecurity, and other social care needs.
- •Experience with Medicaid or public policy, providers, or programs.
- •Experience with Medicaid program operations preferred.
- •Experience providing technical assistance to an array of providers, stakeholders, or staff.
- Project management experience and expertise.
- Health care quality/monitoring experience preferred.
- Experience with thinking critically about research, data, and data analysis.
- Experience with interpreting policy, regulation, legislation, guidance, or legal documents preferred.
- Ability to remain flexible in a changing environment including organizing and prioritizing assignments to meet requirements and deadlines.
- Strong written and communication skills.
- Comfort with being creative, collaborative, and taking initiative; willingness to share opinions, and ideas; willingness to communicate opposing viewpoints in a professional manner.
