Position Summary Information

Job Description Summary
This home campus for this position is Bloomsburg.

The Facilities Services Manager is responsible for overseeing specific non-technical trades employees and supervisors at Commonwealth University – Bloomsburg campus. Areas under the Facility Services manager position includes, but is not limited to Work Order, Grounds, Custodial, Mail Services, Storeroom, Print Shop. This position oversees, manages, and schedules the daily operations of all non-technical trades. This position reports to the Campus Operations Manager and reports as required, all operational needs, budgetary requirements and small “in house” project updates relative to the non-technical trades. The Facilities Services Manager is responsible for ensuring seamless operations throughout his/her designated areas of operations. This position is considered an Essential Employee and requires confidentiality and discretion.

Essential Duties
  • Direct/schedule individuals and work groups in the non-technical trades’ unit on a daily basis ensuring operational efficiencies are met. Areas include, Grounds, Custodial, Labor, Mail Services, Receiving, Work Order System, Storeroom, Print Shop, and contracted entities that perform tasks on the Bloomsburg campus. Provide daily/weekly schedules and task lists to supervisor. Order and maintain an appropriate inventory of supplies for the non-technical trades and custodial needs. Coordinate with different facilities department trades for special projects, events, installations, and PM maintenance. Monitor contracts and contractors/vendors related to the non-technical trade work activities.
  • Prepare and present employee reviews, disciplinary actions, job descriptions, trainings, and approve/deny leave requests to provide overall departmental support. Responsible to interview, hire and train new employees, student workers and part time employees. Complete yearly performance evaluations.
  • Identify and report on campus repair needs through inspections and evaluations campus buildings, roadways and grounds. Develop/provide cost estimates, scopes of work, and other reporting necessary for small scale “in house” executed projects.
  • Stay abreast of new equipment, chemicals and practices that are relative to departmental non-technical trade operations and efficiencies while collaborating with other campus staff. Identify/develop green initiatives pertaining to non-technical trades activities including recycling, cleaning of buildings, landscape and hardscape maintenance, and other related campus activities.
  • Perform other related duties as assigned, including possible after hours work when necessary.

Specific Duties
DECISION MAKING :
  • Makes decisions in regards to the daily operations of all supervised areas under the FM Non-Technical Trades and custodial position. Coordinates staff scheduling to maintain efficient operations and customer service throughout the campus.
  • Interacts, coordinates and cooperates with all Commonwealth University faculty, staff and community counterparts to support and resolve any work area related issues.


FISCAL RESPONSIBILITY :
  • Planning, purchasing and control of expenditures within the Department to meet/support the University’s goals within established budgetary guidelines.

SUPERVISORY RESPONSIBILITY :
  • Directly or indirectly supervises: Clerical Supervisor 1, Custodial Worker Supervisors, Management Technician, Clerk Typist 3, Clerk Typist 2, Custodial Worker 1s, Custodial Worker 2s, Equipment Operator A, Equipment Operator B, Semi-Skilled Grounds, Lithographic Press Operator, and Stock Clerk 2.

Minimum Qualifications (Required Knowledge, Skills and Abilities)
  • Associates degree in Management and at least (3) three years’ work experience in a related supervisory capacity or an equivalent combination of formal training and work experience.
  • Minimum of three (3) years direct supervisory experience required.


Knowledge, Skills & Abilities:
  • Ability to read and interpret floor plans.
  • Ability to read, analyze and interpret general business periodicals, professional journals, technical procedures, or governmental regulations.
  • Ability to write reports; bid specifications, business correspondence and procedure manuals.
  • Ability to effectively present information, and respond to questions from groups of staff, clients, customers, and the general public.
  • Ability to strategically plan and articulate vision.
  • Ability to make presentations to professionals.
  • Ability to calculate figures and amounts such as discounts, interest, commissions, productivity rates and percentages.
  • Ability to routinely use the current, typical Microsoft software suite, including Excel.
  • Ability to understanding and carry out instructions furnished in written, oral, or diagram form.
  • Ability to deal with problems involving several concrete variables in standardized situations.
  • Ability to work effectively with a diverse faculty, staff, and student body.
  • Ability to evaluate staff training needs and provide training to meet those needs utilizing various techniques and resources.
  • Ability to maintain clear, complete, and accurate records.
  • Ability to establish policies and procedures for the non-technical trades.
  • Knowledge of the proper care and use of tools and equipment used by facility services, grounds, mailroom, and storeroom employees.

Preferred Qualifications
  • Working in a management capacity in a facilities services field within a union environment preferred.
