Job Description
Mission Technologies a division of Huntington Ingalls Industries is looking for a qualified individual to fill the role of a Technical Project Engineer for their Advanced Modeling and Simulation Technical Operation. This person would work with a team that develops high-visibility applications.
The Navy Continuous Training Environment (NCTE) Software Engineering organization provides modeling and simulation application development, Live, Virtual, and Constructive (LVC) systems integration support, and in-service engineering support to the US Navy through its Navy Training Baseline product lines.
As a member of the NCTE Software Engineering team you will be responsible, in this context, for developing and maintaining technical solutions and standards to meet the needs of the fleet. This includes providing innovative and sustainable capabilities necessary to enable training for LVC Tactical to Operational Levels of War.
As a member of the Agile Practice team of Software Engineering, you will interact directly with customers and lead integrated project teams to complete projects. You will serve as a translation layer between the agile product teams and the rest of the NCTE organization operating in a traditional waterfall methodology project management style. This role primarily focuses on leading software development related projects that will design, develop, test, and deploy our software to training sites and shipboard systems.
Essential Job Responsibilities
- Assist in the definition of project scope and objectives, involving all relevant stakeholders and ensuring technical feasibility
- Determining project responsibilities by identifying project phases and elements; assigning personnel to phases and elements
- Determining project schedule by consulting with subject matter experts; studying project plan and specifications; calculating time requirements; sequencing project elements
- Maintaining project schedule by monitoring project progress; coordinating activities; resolving problems;
- Preparing project status reports by collecting, analyzing, and summarizing information and trends; recommending actions
- Defining, generating, and reviewing project requirements documentation
- Monitoring project to ensure work scope, schedule, and budget are well defined and maintained
- Performing risk management to minimize project risks
- Meeting budgetary objectives and make adjustments to project constraints based on financial analysis
- Ensuring that project management and organizational processes are followed
- Other tasking as designated by supervisor
Minimum Qualifications
6 years relevant progressive experience with Bachelors in related field; 4 years relevant progressive experience with Masters in related field; or High School Diploma or equivalent and 10 years relevant progressive experience.
- Experience working in both traditional PM and Agile environments
- Experience managing complex project plans
- Experience working in a government contracting environment
- Be self-motivated and show a driven desire to succeed with minimal direction
- Provide an ability to work both in a team and individually
- Show excellent written and verbal communication skills
- Must be able to obtain and maintain a DoD Secret Clearance
Preferred Requirements
- Understand the full software development life cycle (SDLC)
- Show proficiency in software engineering tools
- Participate in team activities related to backlog refinement and estimation
- Experience with configuration management tools
- Experience with the agile software lifecycle
- Certification in Project/Program Management (e.g. PMP, PgMP, CAPM, PMI-ACP, PRINCE II, etc.)
- Familiarity with Confluence, Jira, MS Project
