BOROUGH OF FRANKLIN PARK JOB DESCRIPTION

JOB TITLE: Building/Zoning Administrator
DEPARTMENT: Administration
JOB STATUS: Full-time; FLSA non-exempt
PAY RANGE: $45,000 - $50,000 DOQ
REPORTS TO: Building Inspector/Zoning Officer

JOB SUMMARY

The Building/Zoning (BZ) Administrator is the first person visitors see, and callers speak to when contacting the Borough Zoning Department. As a first point of contact for the department, this role greets all visitors, assisting them with questions relating to permits or other zoning-related matters. Interacting with multiple Borough personnel and the public is an essential function.

ESSENTIAL DUTIES AND RESPONSIBILITIES

  • Greet in-person visitors, answer incoming phone calls, and ensure that all receive the service requested or are directed to the proper person/department/organization.
  • Open and close the respective lobby area each day.
  • Receive and distribute incoming mail and deliveries.
  • Enter new building permits into the BZ software platform upon receipt.
  • Process permits and contact proper party to pick up upon permit finalization.
  • Process cash receipts for all permits and escrows into the BZ software platform.
  • Work closely with Finance to track escrow billings and send out new billings.
  • Daily monitoring of inspection schedule, pulling daily inspections and sending to inspector.
  • Distribute Certificates of Occupancy when issued.
  • Monthly distribution of new permits issued to Borough Tax Collector and Allegheny County.
  • Receive new plans for developments, conditional use applications, zoning hearing applications and distribute to Borough Engineer and Allegheny County for review.
  • Work closely with the Borough Secretary to ensure that she receives all current development information and all other information required for Borough Council.
  • Work with Receptionist with respect to open/expired permits for Lien Letter process.
  • Work with appointed officials, solicitors, and engineers on the applications for all meetings.
  • Receive applications for Zoning Hearing Board, Council, and Planning Commission meetings and complete necessary steps for those upcoming meetings.
  • Set up two and attend one evening meeting per month for the department which involves but is not limited to coordination of the court reporter, public advertising of meetings, meeting minutes.
  • File and scan all paperwork that comes in appropriately.
  • Maintain petty cash, general departmental files, and office supplies.
  • Added responsibilities as needed.

QUALIFICATIONS AND SKILLS

  • High school graduate or equivalent with minimum of five years of office experience.
  • Thorough computer skills, Microsoft Office products, specifically Word and Excel.
  • Willingness to learn new software applications.
  • Strong organizational skills and attention to detail.
  • Ability to interact effectively with co-workers, board members and residents and handle multiple tasks.

PHYSICAL DEMANDS AND WORKING CONDITIONS

  • Standard office hours are 8:00 AM to 4:30 PM, Monday through Friday
  • Work is performed in an office environment and requires the ability to operate standard office equipment.
  • Moves, lifts, and carries small parcels, packages and other items weighing up to 50 pounds.

Job Type: Full-time

Pay: $45,000.00 - $50,000.00 per year
