Major Responsibilities

  • Manages time wisely, and requests assistance when direction is
  • Works independently on
  • Manages planning staff.
  • Manages projects.
  • Receives guidance when necessary on unconventional or complex
  • Collect and compile data and gather
  • Coordinate with project stakeholders.
  • Develops proposals.
  • Prepares permit
  • Prepares grant applications.
  • Writes comprehensive reports with original content.

Minimum Education/Experience


Planner I:

  • High School Diploma
  • Coursework in college level engineering or planning preferred.

Planner II:

  • High School Diploma
  • Any combination of education, certification, and/or experience that provides the applicant with competencies equivalent to those typically gained by:
  • Post-secondary education in urban, regional, transportation, or community planning;
  • Planning certification preferred.
  • Four years working as a Planner I, or similar experience.
  • Preferred for Planner II: Experience in environmental, transportation, or community development; architecture; civil engineering; landscape architecture; urban design; historic preservation; geography; geographic information systems; housing administration; grant administration; accounting; business management; or research.

Planner III:

  • High School Diploma
  • Any combination of education, certification, and/or experience that provides the applicant with competencies equivalent to those typically gained by:
  • Post-secondary education in urban, regional, transportation, or community planning;
  • Planning certification.
  • Four years working as a Planner II, or similar experience.
  • Preferred for Planner III: Experience which involves some combination of the design of research projects, setting standards for technical adequacy, and/or coordinating the planning contributions of lower-level planners, in environmental, transportation, or community development; architecture; civil engineering; landscape architecture; urban design; historic preservation; geography; geographic information systems; housing administration; grant administration; accounting; business management; or research.

Required Knowledge or Skills

  • Ability to gather and analyze data, reason logically and
  • Ability to prioritize and organize, work well under restricted timelines, meet
  • Ability to be flexible and adapt to change.
  • Ability to work flexible hours as required to meet
  • Strong interpersonal skills to assist and communicate with other staff and project stakeholders.
  • Strong verbal and written communication skills.
  • Strong understanding of Excel and Word
  • Willingness and ability to travel and perform field work in rural Alaska during winter conditions.
  • Ability to perform tasks in a safe and responsible
  • Capable of facilitating public meetings (public speaking).
  • Use of visual graphic software like AutoCAD, InDesign, or others for presentation figures.

Preferred Knowledge or Skills

  • Knowledge of the concepts, principles, theories, and methods applicable to planning, engineering design, and construction.
