Position Purpose:
The HR Manager is a key leader for Gopher Resource’s Tampa plant, responsible for all people aspects of our business in partnership with the plant’s leadership team. This role develops organizational capabilities around performance management, talent management and employee engagement to drive plant operational performance, optimize safety outcomes, and improve employee engagement and retention. This position identifies talent issues affecting performance and works with plant leadership on developing and executing action plans that support strategic objectives and organizational values.


Critical Success Criteria:

  • This role is responsible for partnering with site leaders and driving organizational capabilities around performance management and talent management that ultimately results in improvements to plant operational performance, better safety outcomes, improved levels of employee engagement and increased employee retention.
    • Included within this broad category, the incumbent will implement formal training as selected by the company.
    • Provide in person collaboration and coaching for leaders in particular around goal setting and providing performance feedback.
    • Measure and manage actions to drive improvements to employee engagement.
    • Develop and maintain intimate knowledge of current talent and leadership capabilities of plant personnel, and share and apply insights in business discussions about succession and workforce planning, promotion and compensation decisions, skill gaps and training development needs.
    • Lead Organizational Talent Review (OTR) process ensuring that skills and capabilities needed to achieve the strategic plan are identified and addressed.
    • Administer collective bargaining agreement and company policies in a fair and consistent manner to ensure positive relations with the employees and the union.
  • Champion and foster company vision, values and culture by ensuring individual/team actions and behaviors are in alignment.

Other Responsibilities:

  • Identify talent issues affecting plant performance and assist plant leadership in developing and executing strategies and action plans that support the achievement of plant goals and align with organizational values.
  • Ensure that role definition and recruitment selection criteria for all union and non-union positions are in alignment with talent management objectives and organizational values; interviews, evaluates and makes offer decisions as necessary
  • Accountable for ensuring the execution of performance reviews, new hire onboarding, employee engagement action planning, leadership development, and organizational talent reviews
  • Provide consultative support to plant leadership on company policy and union contract interpretation, bargaining history, past practice, and employment and labor law considerations to ensure policies and disciplinary actions are administered fairly and consistently
  • Lead, guide, develop and mentor HR staff in the execution of organizational initiatives and goals.
  • Assist with, and often lead, the management of organizational change
  • Conduct and document thorough internal investigations of employee relations concerns, safety incidents, performance issues, and policy violations, and provide guidance to leadership on appropriate discipline or other recommended action items
  • Partner with Gopher and union leaders to drive a collaborative labor relations environment and participate in the union contract negotiation process
  • Manage the union grievance process: investigate claims, gather necessary evidence, seek legal counsel when necessary, facilitate grievance hearings as the lead representative for the Company, issue formal responses to union claims and remedy requests, and work with Gopher and union leadership to resolve at lowest possible organizational and grievance level
  • Process all employee terminations: Hold discharge conversations, ensure adequate documentation and communication, conduct exit interviews, issue termination letters, complete unemployment claim paperwork, and attend unemployment hearings on behalf of the company as needed
  • Ensure legal compliance with all applicable local state and federal employment laws, including but not limited to FLSA, FMLA and ADA, and AA to minimize risk/exposure to the company
  • Track and analyze a wide range of HR metrics needed for internal and external reporting: compile data and run reports, conduct analyses, draw conclusions, recommend improvements, and manage change as needed
  • Work with HR and Health & Safety team on workers’ compensation claims and return to work issues, including reasonable accommodation assessments

Requirements:

  • Bachelor’s Degree in Human Resources, Psychology, Business, or related field from accredited College or University
  • 7+ years of experience in human resources field
  • 5+ years of experience in labor relations
  • Previous experience participating as a member of a leadership team and/or successfully providing support to senior leaders
  • Strong knowledge of employment and labor law
  • Strong business acumen with ability to connect people strategy to business strategy
  • Strong interpersonal skills with the ability to influence, challenge and persuade decision makers
  • Exceptional written and verbal communication skills
  • Must be a team player, but can also work well with minimal supervision
  • Must be self-directed, flexible and able to prioritize work
  • High integrity and ethical standards
  • Ability to handle highly sensitive information while maintaining confidentiality
  • Demonstrated ability to identify, manage and develop talent
  • Change management experience
  • Ability to form productive professional relationships with a wide range of stakeholders, including employees at all levels of the organization
  • Exceptional conflict management, negotiation and mediation skills
  • Proven analytical capability and problem solving skills
