Under direction of the Environmental Resources Compliance Manager, administers the cross connection, backflow prevention and reclaimed use site programs to ensure compliance with state and local regulations. Independently performs technical and administrative work associated with specialized cross connection and backflow prevention reports, related programs demands and performs related duties.

Essential Job Duties

The following duties are normal for this position. The omission of specific statements of duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.

  • Administers cross connection control and backflow program; recommends, develops and designs various program elements
  • Monitors non-residential municipal and required water accounts for backflow compliance
  • Leads, trains and coordinates Environmental Resources Compliance staff and works with other departments to inspect water customers’ sites or cross connection, backflow prevention and reclaimed water use compliance
  • Responds to customer requests for information in person, by telephone and/or email
  • Investigates complaints regarding backflow installations, backflow events, theft and reclaimed water cross connections and determines actions to mitigate and report findings.
  • Inspects facilities and water meters to verify conformance with specifications, regulations and procedures.
  • Prepares inspection and testing documentation.
  • Prepares notifications of non-compliance.
  • Maintains Cross Connection Control Program Backflow Tracking System.
  • Performs related work as assigned.
  • Fosters positive employee relations and employee morale on a City-wide basis.

Minimum Qualifications

  • Graduation from high school or an equivalent recognized certification.
  • Minimum of six (6) years of experience with cross connection control and backflow prevention practices.
  • Certified in cross connection control program management UT-TREEO.
  • Must possess a valid Florida Driver's License with a good driving record.
  • Backflow prevention assembly tester certification a plus

Knowledge of operations, services and activities of a cross connection control program. Principles and practices of program coordination and implementation. Cross connection control system problems and prevention methods. Florida Administrative Code 62-555 and 610. Able to apply independent judgment, demonstrate composure under tight deadlines, create and maintain spreadsheets, operate backflow compliance software. Test for and troubleshoot cross connections. Teach and lead staff. Knowledge of federal, state and local government environmental laws, ordinances and regulations relating to water and wastewater. Knowledge of the occupational hazards and safety precautions involved in cross connection work. Ability to read, review and interpret as-built drawings related to cross connections. Ability to express ideas clearly and concisely, both orally and in writing. Ability to keep accurate records. Ability to operate a personal computer including data entry and word processing. Ability to assess facilities for potential cross connections. Ability to establish and maintain effective working relationships with representatives of governmental agencies, the plumbing and fire technician community, other employees and utility customers. Ability to perform a variety of tasks independently under general supervision. Possession of a Backflow Tester Certification a plus.

A comparable combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this position, may be substituted for the minimum qualifications .
