The New York City Department of Environmental Protection (DEP) protects public health and the environment by supplying clean drinking water, collecting and treating wastewater, and reducing air, noise, and hazardous materials pollution. DEP is the largest combined municipal water and wastewater utility in the country, with nearly 6,000 employees. DEP delivers 1.1 billion gallons of high-quality drinking water per day to 8.3 million New York City residents and more than 1 million people in Upstate New York and collects and treats an average of 1.3 billion gallons of wastewater per day.

The Bureau of Environmental Planning and Analysis (BEPA) is a seeking an MS4 Program Manager who, under general direction, will ensure compliance with the State Pollutant Discharge Elimination System (SPDES) Municipal Separate Storm Sewer Permit (MS4 Permit) and implementation of the NYC Stormwater Management Program (SWMP). This position requires knowledge of the NYC MS4 and other SPDES Permits, water quality issues, stormwater management and pollution prevention, as well as a basic understanding of hydrology, hydraulics, stormwater modeling, regulatory permitting, data management, etc. The SWMP is comprised of various programs designed to manage and reduce pollution in stormwater, such as public education and involvement, pollution prevention and good housekeeping for municipal operations and facilities, control of trash and debris, and monitoring and assessment. The selected candidate will coordinate all aspects of the MS4 Program with other DEP bureaus; other New York City Agencies; MS4 permit regulators; and public stakeholders including environmental groups.

The selected candidate will oversee and direct a team to ensure compliance with the MS4 Permit. as the selected candidate will perform tasks such as the following:
  • Evaluates essentially independent investigations in stormwater management. Evaluates methods, procedures, and data obtained from scientific investigation
  • Managing the Stormwater Management Program Plan under the MS4 program to ensure existing programs satisfy MS4 Permit requirements
  • Supervises staff working on MS4 and other stormwater related issues
  • Assists in coordinating the research efforts of the Agency with research projects in other agencies or institutions.
  • Supervises coordination with other City agencies on MS4 activities and permit compliance
  • Coordinates MS4 related work with permit regulator (New York State Department of Environmental Conservation), public stakeholder such as environmental groups, and other agencies such as United States Environmental Protection Agency
  • Maintains records and preparing reports and other documents such as the SWMP and MS4 Annual Reports, and permit deliverables
  • Supports the development of New York City regulations, policies, design guidelines, and standard operating procedures to improve stormwater management
  • Participates in conferences, meetings, seminars, etc. involving on stormwater program implementation
  • Leads other BEPA initiatives as required under the strategic plan, through research and investigations
  • Studies and evaluates literature in stormwater management and writes papers on research results or findings for publication as directed by management.
  • Leads contract management by preparing task orders, reviewing work plans, and reviewing project deliverables

The ideal candidate will possess the following skills:
  • Contract management and budget tracking, work breakdown structures, planning, team management, scheduling
  • Excellent written and oral communications skills as well as the ability to deal with the public in tense situations
  • Ability to prioritize and perform multiple tasks under strict deadlines
  • Ability to quickly grasp technical and operational concepts and practices
  • Ability to communicate scientific or technical information effectively and clearly
  • Excellent organization, time management, and interpersonal, skills
  • Proficiency in the Microsoft Office software suite (Excel, Word, Access, Outlook, PowerPoint)
  • Ability to multi-task, work under pressure, shift priorities, and meet deadlines
  • Knowledge of federal, state, and local stormwater regulations, including but not limited to federal Clean Water Act and its amendments, federal regulations
  • A current and valid motor vehicle driver license, as this position requires site visits that may not be near public transportation.

Minimum Qual Requirements

1. For Assignment Level I (only physical, biological and environmental sciences and public health) A master's degree from an accredited college or university with a specialization in an appropriate field of physical, biological or environmental science or in public health.
To be appointed to Assignment Level II and above, candidates must have:
1. A doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and one year of full-time experience in a responsible supervisory, administrative or research capacity in the appropriate field of specialization; or
2. A master's degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization; or
3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least a master's degree in an appropriate field of specialization and at least two years of experience described in "2" above. Two years as a City Research Scientist Level I can be substituted for the experience required in "1" and "2" above.

Probationary Period
Appointments to this position are subject to a minimum probationary period of one year.
