The City of Coos Bay is soliciting applications for the position of Project Engineer/Administrator I or II. GENERAL STATEMENT OF DUTIES: Manage major capital improvement projects related to treatment plants, pump stations, pipeline projects, roads, culverts, sidewalks, and ADA improvements. This includes but is not limited to managing consultant and construction contracts. Review plans and monitor construction schedules and submittals, conduct onsite observations, review contractor’s work. Provides support to the Operations Division as needed (wastewater, stormwater, transportation, and facilities).

SUPERVISION RECEIVED: Works under the general direction of the City Engineer who outlines broad policies and objectives, and reviews work on the basis of results obtained.

SUPERVISION EXERCISED: May supervise Engineering Services Coordinator and Engineering Technician positions. May perform division head duties in the absence of the city engineer.

TYPICAL EXAMPLES OF WORK: An employee in this classification may perform any of the following duties. However, these examples do not include all the specific tasks which an employee may be expected to perform.

  • Conduct or attend meetings for regulatory NPDES reporting.
  • Manage preparation of requests for qualifications, bidding, advertising, and contracting with consultants (engineers and architects). Manage consultant contracts, budgets, work consistency with standards, quality, and schedules for projects related to typical city managed infrastructure (treatment plants, pump stations, pipeline replacement projects, road and sidewalk projects, ADA improvements, etc.).
  • Manage and provide technical oversight of the preparations of bid documents (plans and specifications), bid advertising, bid opening and contracts for capital improvement projects. Oversee construction projects to ensure contractor’s compliance with plans and specifications.
  • Manages contracts/agreements with granting agencies for grant-funded projects. Responsible for grant budget tracking and reporting requirements.
  • Maintains records for use in preparing project documentation for contracted work as well as treatment and collection system maintenance and operation. Review records for regulatory reporting.
  • Writes technical reports for city engineer, public works & community development director, city manager, and city council. Review regulatory reporting, provide city engineer with progress reports for the public works & community development director, city manager, and city council if applicable.
  • May on occasion attend and make presentations to the city council and other organizations.
  • Experience in budgeting and following standard budgeting practices. Provide budget forecasting support for CIP projects and sewer collection operations.
  • Performs related work as required.

DESIRABLE QUALIFICATIONS FOR EMPLOYMENT

KNOWLEDGE, SKILL AND ABILITY: It is anticipated that the Project Engineer/Administrator will have the knowledge, skill, and ability to perform the following: management of large design and construction projects related to wastewater, stormwater, roads/sidewalks, and ADA improvements. Ability to interpret project plans, specifications, and contract documents. Ability to effectively communicate with regulatory agencies. Skilled at problem solving.

Be safety minded and report unsafe conditions. Be alert and observant, and report situations which may delay projects. Work well with others and in a team-like manner. Be proficient in Microsoft Office Suite. Cad experience is preferred. Have excellent organization skills. Have strong oral and written skills.

ESSENTIAL FUNCTIONS: An employee in this position must have the ability to read and interpret complex regulations; to multi-task and complete work in a timely and accurate manner; to work independently; to communicate effectively orally and in writing. Must have a thorough knowledge of modern principles, practices and techniques in construction, engineering, and administration, especially in the area of wastewater collections and treatment. Must be able to develop and maintain positive cooperative team-oriented relationships with co-workers, supervisors, managers, and others you come in contact with. This position does not allow for an option to telecommute. Must be able to safely operate a motor vehicle to travel between sites.

EXPERIENCE AND TRAINING: For Project Engineer/Administrator II, ten years, or for Project Engineer/Administrator I, five years of progressively responsible civil or mechanical design and construction experience. Graduation from a four-year college or university with a major course work in civil, environmental, or mechanical engineering, construction management or related field. Any satisfactory equivalent combination of experience and training that ensures the ability to perform the work may be substituted for the above. Experience with alternative and design-bid-build delivery methods is preferable. Experience with understanding and implementing NPDES Permits. Extensive experience with regulatory agency coordination. Experience with managing large civil projects is preferable. Professional engineering license, and/or a level 3 or 4 wastewater operator certificate within the State of Oregon is preferable. Possess, or ability to obtain, an Oregon driver’s license within six months of hire.

TOOLS AND EQUIPMENT USED: Personal computer programs including but not limited to: Microsoft Office Suite, SCADA, GIS; motor vehicle, phone, radio, fax, and copy machine.

PHYSICAL DEMANDS: The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. Some outdoor work is required in the inspection of various land use developments, construction sites, or public works facilities. Inclement weather may be encountered. Hand-eye coordination is necessary to operate computers and various pieces of office equipment. While performing the duties of this job, the employee is occasionally required to stand, walk, use hands to finger, handle, feel or operate objects, tools, or controls, and reach with hands and arms. The employee is occasionally required to sit, climb or balance, stoop, kneel, crouch, or crawl, talk or hear, and smell. The employee must occasionally lift and/or move up to 25 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus.

While performing the duties of this job, the employee will work in outside weather conditions. The employee will work near traffic, moving mechanical parts and equipment consistent with a construction site and will be exposed to wet and/or humid conditions, and may be occasionally exposed to fumes or airborne particles, toxic or caustic chemicals, risk of electrical shock, and vibration. The noise level in the work environment is consistent with that of a construction site.

Full Time Employee/Schedule: Standard schedule, Monday-Friday, 8:00am - 5:00pm, with additional hours as operationally necessary.
