JOB SUMMARY:
The Public Procurement & Contracts Coordinator completes all activities associated with procurement of materials and supplies. This person applies the necessary Federal Transit Administration (FTA) regulations, State of Wisconsin Procurement Law and Milwaukee County Ordinances to purchases. This position also authorized and administers contracts that are necessary to maintain the operation of the transit system. Purchases range from small dollar to millions of dollars.

ESSENTIAL FUNCTIONS:
1. Creates, issues, manages and awards a variety of bids and several large RFPs annually for the Milwaukee County Transit System.
2. Make daily purchases as assigned. Support assigned departments.
3. Follow FTA Circular 4220.1F, State of WI procurement laws and Milwaukee County Ordinances, and Department policy and procedures.
4. Approve and assign REQS to purchasing agents in absence of Director.
5. Negotiates RFP pricing with input from Department Directors.
6. Monitor blanket contract spreadsheet assignments and assure that assigned contracts do not lapse.
7. Work with Departments to obtain specifications as needed. Set deadlines for Departments as needed.
8. Solicit prices from vendors, establish lead-times for products, monitor deliveries, conduct procurement negotiations, process critical stock sheet orders in a timely fashion.
9. Work with Stores to adjust inventory when needed, process RMAs as needed, return Cores and, handle claims with vendors involving replacement of defective material or invoice discrepancies.
10. Monitor the requisition system to ensure parts/service are ordered as assigned.
11. Conduct job site tours, walk throughs and inspections as needed for bids or RFPs.
12. Performs other duties as required.

QUALIFICATIONS:
1. Bachelor’s Degree preferred in business, public administration, economics, engineering or a related field, or a minimum of 5 years’ experience in purchasing, contract development, contract administration or related experience is required. Applicants with Juris Doctor or Master’s Degree are also encouraged to apply.
2. Experience with issuing, managing and awarding RFPs and bids that have resulted in multi-million-dollar purchases is required.
3. Experience with Federal Transit Administration (FTA) purchases is desired.
4. Knowledge of the FTA Circular 4220.1F, the FAR and the Master Agreement is desired.

KNOWLEDGE, SKILLS, AND ABILITIES:
1. Ability to read and comprehend complex regulations.
2. Excellent analytical, organizational and practical judgement skills with the ability to perform in an environment involving strict attention to detail, accuracy and deadlines.
3. Excellent written and verbal communication skills.
4. A flexible self-starter with the ability to think critically and handle multiple tasks with minimal direction.
5. Knowledge of the FTA Circular 4220.1F, the FAR and the Master Agreement
6. Knowledge of and ability to utilize computerized purchasing/inventory/disbursement systems.

PHYSICAL REQUIREMENTS AND ENVIRONMENTAL FACTORS:
1. Work is frequently conducted an office or similar indoor environment relatively free from unpleasant environmental conditions or hazards. Incumbent is sometimes located in an outdoor, vehicle, warehouse or shop environment.
2. Physical requirements are those described as sedentary work exerting 10 pounds of force occasionally or a negligible amount of force frequently.
