Stafford County is looking for a Recruitment Specialist skilled in talent acquisition to include partnering with leadership to determine best methods for recruitment, candidate sourcing, and promoting Stafford County as a premier employer. This position will help carry out the department’s recruitment strategy through intermediate technical and paraprofessional work, support individual departments with recruitment activities, generate applicable reports and metrics, and ultimately facilitate the hiring of high potential employees throughout the organization. Work is performed under general supervision.
There are three levels of this position classification in order to support growth and development and the full salary ranges for those levels are:
- Human Resources Specialist I - $47,216.00- $80,267.20
- Human Resources Specialist II - $50,523.20- $85,904.00
- Human Resources Specialist III - $54,080.00- $91,936.00
- Assists in developing and implementing a recruitment strategy for the organization;
- Facilitates all phases of the recruitment process;
- Sources candidates through online platforms;
- Assists with management of new hires in the County’s onboarding platform including pre-employment testing/screening;
- Tracks, trends, and reports on metrics;
- Compiles and maintains monthly report statistics and prepares special reports as required;
- Collaborates with hiring managers on the recruitment approach for positions including the job posting in Applicant Tracking System and other advertisement platforms;
- Oversees preparation of interview questions and other hiring and selection materials;
- Assists with the interview process, attending and participating on interview panels with managers, directors, and other stakeholders;
- Ensures compliance with federal, state, and local employment laws and regulations, and company policies;
- Plans, prepares, and attends job fairs and recruiting sessions;
- Maintains recruitment files and follows appropriate retention schedules;
- Researches and analyzes existing policies, practices and procedures to prepare policy recommendations;
- Interprets human resources policy and procedures to assist and advise departmental supervisors and representatives;
- Performs related tasks as required.
- Intermediate knowledge of principles and practices of public human resources administration;
- Intermediate knowledge of accepted methods and practices recruitment, testing, and selection;
- Intermediate knowledge of governmental organization and administration;
- Skill in the use of personal computer and related software.
- Ability to present ideas effectively, both orally and in writing;
- Ability to establish and maintain effective working relationships with County officials, supervisors and employees and the general public;
- Ability to conduct analytical evaluations and studies, and to prepare related reports and recommendations;
- Ability to perform and organize work independently, exercising judgment and initiative over assignments with occasional support of others.
Minimum qualifications of graduation from High School or equivalent certification with two (2) years’ experience in a human resources role for the Human Resources Specialist I. Levels II and III of the career ladder require additional education and experience.
Possession of certification as a Professional in Human Resources (PHR), SHRM Certified Professional (SHRM-CP), IPMA Certified Professional, or other reputable certification in the human resource management is not required, but advantageous and will be considered as part of the overall education and experience.
