Position Summary

Performs work with individuals, groups, or families to plan or implement programs designed to improve the overall health of communities. This position, under general supervision, assesses patient health problems and needs; develops and implement nursing care plans; administer nursing care to patients; advises patients on health maintenance and disease prevention; and provides care management.

All Registered Nurses employed by the Mecklenburg County Health Department are Public Health Nurses. Public Health Nurses, regardless of official title or classification, may provide nursing services during urgent and/or emergent public health events. These services include, but are not limited to, administration of immunizations for various ages and groups, mass medication distribution, and provision of health services in shelter environments.

Immunizations, a great public health achievement as it prevents disease. The candidate for this position must be a vaccine advocate.

Population

· all people (infancy through adulthood, all ages, refugees, back to school etc

Location

· 3 sites: Freedom Drive, Billingsley, Beatties Ford Road. Will be expanding into different sites as the county continues with Bringing Mecklenburg County to You.

· FT Position: flexibility is needed as you may need to work at any site

· LPT Position: flexibility is needed as you may need to work at any site. Typically, 2 days a week, with a maximum of 999 hours in a rolling calendar year. If I’m aware of the staffing need, you will receive an advance notice. I will call as needed for unexpected staffing needs.

Hours

· Monday through Friday 8 am-5 pm, 10-7 pm on Wednesday

· Some after hours and weekend work will be required

Staffing

· Manager, Supervisor, RN, Senior Nurse that also work in the STI clinic, LPN, Interpreter and Registration staff that support our operations

Clinic overview

· Most clients are seen by appointment; however, we do accept walk ins

· Nurse utilizes the CDC Vaccine Schedule to determine what shots are needed

· Nurse documents doses given in North Carolina Immunization Registry (NCIR)

· Nurse provides vaccine education i.e., VIS, common reactions and return appointment

· Nurse administers vaccine in exam room

· Nurse informs client to wait in lobby post vaccination for 15 minutes

· Nurse documents in Electronic Health Record

Essential Functions

· Monitor, record, and report symptoms, medical information vital signs, or changes in patients' conditions.

· Perform administrative duties as needed and maintains accurate, detailed reports and records.

· Instruct individuals, families, or other groups on topics such as health education, disease prevention, or childbirth and develop health improvement programs.

· Prepare patients for and assist with examinations or treatments.

· Assess the needs of individuals, families, or communities, including assessment of individuals' home or work environments, to identify potential health or safety problems.

· Order, interpret, and evaluate diagnostic tests to identify and assess patient's condition.

· Modify patient treatment plans as indicated by patients' responses and conditions.

· Consult and coordinate with healthcare team members to assess, plan, implement or evaluate patient care plans.

· Provide health care, first aid, specified laboratory tests, physical examination, immunizations, or related assistance in various locations.

· Prepare rooms, sterile instruments, equipment, or supplies and ensure that stock of supplies is maintained.

· Consult with institutions or associations regarding issues or concerns relevant to the practice and profession of nursing.

· Refer students or patient to specialized health resources or community agencies furnishing assistance.

· Document patient history, related findings, and service performed along with necessary coding if in clinical assignment.

· Monitor all aspects of patient care, including diet and physical activity.

· Administer local, inhalation, intravenous, or other anesthetics.

· Inventory Management i.e. reconciliation, run reports, order vaccine, temperature logs

· Perform chart audits

· Inventory and order supplies i.e. office and medical

· Respond to community outbreaks such as Hepatitis A, flu, etc. (planned and unplanned). This may require after hours and weekend assignments.

· Participate in back-to-school clinics. Planned events. This may require afterhours or weekends

· Assist other clinics where their vaccine needs i.e. transfer vaccines, answer questions, etc.

· Staff will be cross trained to work in all clinical programs (IMM, TB/Refugee, Clinic A).

· Mecklenburg County Health Department Employees: Respond in cases of urgent and/or emergent events that require public health interventions. Employees may be trained for and assigned duties unrelated to their regular work; work outside normal business hours and workdays and/or in a different work location may be required. Emergency events include, but are not limited to, communicable disease outbreaks, severe weather situations (e.g. snow or ice storms, tornados, hurricanes), natural disasters (e.g. earthquakes), fire, or power outages, and acts of terrorism.

Minimum Qualifications

Experience:

Minimum of one year of work experience as a Registered Nurse (RN).

Education:

Graduate from an accredited/approved nursing education program. Will consider LPN experience for new RN graduates as follows: RN BSN new graduate with 3 years relevant experience as LPN; RN ADN new graduate with 5 years relevant experience as LPN.

Licenses and Certifications

· Current license to practice as a Registered Nurse (RN) in NC issued by the NC Board of Nursing or another Nurse Licensure Compact State.

· Current certification in Basic Life Support (BLS) for Healthcare Providers (CPR & AED) by the American Heart Association that is valid for at least 90 days after hire. Maintenance of this certification is required and as funds are available may be supported as part of employment.

· Requires a valid North Carolina or South Carolina driver's license.

· Requires County Driving Privileges

· Requires an Annual Motor Vehicle Record (MVR) check required.

Preferred Qualifications

· Bachelor's degree preferred with one (1) year of relevant experience.

· If ADN, three (3) years of relevant experience preferred.
