Under limited supervision, performs a variety of administrative, policy and technical work around the current and long range planning programs related to coastal resources management and sustainable best practices that contribute to more resilient community.

ESSENTIAL FUNCTIONS: Essential functions, as defined under the Americans with Disabilities Act, may include any of the following representative duties, knowledge, and skills. Essential duties and responsibilities may include, but are not limited to, the following:

· Oversees the implementation and management of the City of Galveston’s Coastal Management Plan.

· Evaluates federal and state land use laws and impacts on local plans and ordinances related to the relationship between private property for the equity and sustainability of natural resource use.

· Gathers, interprets and prepares data for studies, reports and recommendations to City Council, Planning Commission, and various stakeholder groups.

· Provides expert advice on coastal infrastructure planning, development, maintenance, and management to the Director of Development Services, Park Board and City Management.

· Brings together a wide array of stakeholders to address challenges and help build support for individual initiatives, and for resilience building in general. Effectively directs operations and interfaces with County and City officials and Park Board or technical committees.

· Acts as the “resilience point person,” ensuring that the city applies a resilience lens so that resources are leveraged holistically and projects planned for synergy while promoting intergovernmental collaboration.

· Oversees budgets and work plans for coastal projects.

· Develops and reports on capital and operational budgets in excess of $15 million annually.

· Manages subordinate staff, consultants and outside technical assistance.

· Ensures operational adherence to governmental regulations and manages annual permitting requirements.

· Assesses the impact of planned development; seeks legal counsel as needed.

· Provides corrective and preventative plans for the reduction of flood damage within the City; assesses zoning, subdivision, and/or building requirements.

· Present at state and national conferences on coastal challenges and efforts to overcome the challenges.

· Supports the relationship between the City of Galveston and the general public by demonstrating courteous and cooperative behavior when interacting with citizens, visitors, and City staff; maintains confidentiality of work-related issues and City information; performs other duties as required or assigned.

· Employees may at any time be required to work in order to provide for the safety and well-being of the general public, including the delivery and restoration of vital services, in the event of an emergency.

KNOWLEDGE AND SKILLS:

Knowledge:

· City organization, operations, policies, and procedures.

· Municipal codes and ordinances.

· Texas Local Government Code.

· Knowledge of Texas State Open Beaches Act and requirements contained within.

· Familiarity with the State of Texas municipal requirements for Beach User Fee Plan, Erosion Response Plan, Beach and Dune Plan.

· Oversight of coastal resiliency projects such as beach nourishment, infrastructure enhancement, redundancy measures in offshore breakwaters, public beach access walkover and/or parking improvements projects as well as practices that create effective measures of resilience in response to climate change risks.

· Business and personal computers, word-processing and spreadsheet software; and other general office equipment and computer applications.

· Principles, practices, terms, and concepts of urban, economic, resources, social, legal, and regional planning.

· Public policy development.

· Current trends and applications in federal, state, and local planning.

· Administrative, land use and environmental law.

· NFIP and CRS regulatory framework.

· Permit review and zoning procedures.

· Techniques of planning, controlling, motivating, and organizing the work of others.

· Principles of personnel management, public relations and administration.

· Modern office methods, technology, and procedures.

Skill in:

· Handling situations requiring diplomacy, fairness, firmness, and sound judgment.

· Ability to identify and organize resources needed to accomplish tasks.

· Ability to create a detailed work plan stipulating the project’s timeline, activities, necessary resources and cost.

· Providing efficient customer service.

· Understanding and applying City policies and procedures, and applicable federal and state regulations.

· Reading and interpreting codes.

· Establishing and maintaining cooperative working relationships with all levels within the City.

· Development of strong partnerships with local universities, the General Land Office, Texas Commission on Environmental Quality, United States Army Corps of Engineers and FEMA.

· Grant writer and manager of multi-million dollar coastal restoration projects.

· Communicating effectively verbally and in writing.

· Analyzing situations accurately and take effective action.

· Effectively communicates in written and verbal form complex and controversial matters to individuals and groups.

· Analyzing and evaluating written, graphic, and verbal data and preparing complete and comprehensive reports.

· Enforcement and implementation of the Beach Access Plan, the Dune Protection Plan, and various permits.

· Exercise common sense and good judgment.
MINIMUM QUALIFICATIONS:
Five years of experience in planning, managing or regulating uses of land or water which must have included substantial technical review of permit applications or the formulation of plans that relate to the environmental impact of proposed development; or five years of experience providing special technical and research assistance in environmental resource management programs.

A Master’s or Doctoral Degree in Urban, Regional or Environmental Planning, Ecology, Marine Biology, Geology, Geography, Coastal Management, Environmental Science, Natural Resource Management, Public Policy or a related field; OR an acceptable equivalent combination of education, training, and experience.

LICENSE AND CERTIFICATION:

· Must possess a valid Texas Driver’s License
