JOBJoin the City of Orange as our Risk Management Analyst!The Opportunity: The City of Orange City Attorney's Office is seeking a self-starting Risk Management Analyst to join our award-winning Risk Management Division. The successful candidate must possess excellent communication and conflict resolution skills as well as the ability to professionally communicate with internal and external customers, both verbally and in writing, recognizing and appropriately responding to others' perspectives. Must be well organized with meticulous attention to detail and strict adherence to confidentiality. The ability to work independently as well as a member of a team is critical, as is the ability to create and foster relationships with customers. Definition of the Position: Under general supervision of the Risk Manager, the Risk Management Analyst performs complex and varied technical, professional, and confidential work required to administer risk management programs, including workers' compensation, ergonomics, and related programs; performs research and analysis; provides consulting services to City departments related to all aspects of risk management programs and activities; performs related work as required.How to Apply: Candidates must submit an online application with an attached cover letter by 11:59 p.m. on Sunday, December 18th, in order to be considered for this position. EXAMPLE OF DUTIES
The following duties represent the principal job duties; however, they are not all-inclusive. Other duties may be required and assigned. Administers the workers’ compensation claims management program; processes insurance claims submitted; monitors claims to move them to resolution; provides information to claimants, attorneys, and third-party administrator.Assists employees in resolving issues related to workers’ compensation, safety, and health; attends hearings and legal proceedings; maintains accurate databases; prepares reports and other related documentation.Conducts inspections of City operations and facilities to determine compliance with Federal, State, and local safety regulations, including Occupational Safety & Health Administration reviews; recommends changes to preclude injuries.Oversees ergonomic training program; evaluates and analyzes workstations and modifications; purchases equipment and maintains inventory of equipment.Coordinates and oversees California Department of Motor Vehicle Pull Notice Program files, including notification of new and terminated employees; notifies appropriate agency of new commercial licensees for random drug/alcohol testing in addition to termination of those no longer meeting testing criteria.Participates in the development and administration of workers’ compensation/liability program budgets.Conducts research regarding updates in Federal, State, and local laws and regulations pertaining to risk management, safety, and workers’ compensation programs; advises the Risk Manager and appropriate departments of changes in laws and regulations.Plans, participates in, conducts, and evaluates special projects and studies requiring coordination of activities across departmental and functional lines.Prepares clear and accurate reports, correspondence, and other documents.Organizes and maintains various administrative, confidential, reference, and follow-up files; purges files as required.Communicates effectively orally and in writing; makes presentations to various groups.Performs other duties as required.
MINIMUM QUALIFICATIONS
Knowledge of: Principles and practices of risk management in a public agency setting.Policies, procedures, practices, and methods related to workers’ compensation and liability claim processing and administration. Americans with Disabilities Act (ADA), Fair Employment and Housing Act (FEHA), and Disability Interactive Processes as they apply to workers’ compensation claims.Organizational and management practices as applied to the analysis and evaluation of programs, policies, and operational needs. Applicable Federal, State, and local laws, codes, regulations, and departmental policies, technical processes, and procedures.Complex arithmetic and statistical techniques.Business letter writing and the standard format for reports and correspondence.Record keeping principles and procedures. Modern office practices, methods, and computer equipment and applications related to the work.English usage, grammar, spelling, vocabulary, and punctuation. Techniques for providing a high level of customer service by effectively dealing with the public, vendors, contractors, and City staff. Ability to: Plan, organize, and carry out assignments from management staff with minimal supervision.Review workers’ compensation and insurance claim documents for completeness and accuracy; work with claims examiners and defense attorneys to make decisions on compensability and settlements.Interpret, apply, explain, and ensure compliance with applicable Federal, State, and local laws, codes, and regulations, and policies, procedures, and practices of risk management.Effectively and professionally represent the department and the City in meetings with governmental agencies, contractors, vendors, and various businesses, professional, regulatory, and legislative organizations.Prepare clear and concise reports, correspondence, policies, procedures, and other written materials.Maintain confidentiality of sensitive personal information of employees, former employees, and other matters affecting employee relations.Analyze situations and identify pertinent problems/issues; collect relevant information; evaluate realistic options; and recommend/implement appropriate course of action.Effectively make presentations to various groups.Prepare clear and effective reports, correspondence, and other written material.Organize and prioritize a variety of projects and multiple tasks in an effective and timely manner; organize own work, set priorities, and meet critical time deadlines.Operate modern office equipment including computer equipment and specialized software applications programs.Use English effectively to communicate in person, over the telephone, and in writing.Use tact, initiative, prudence, and independent judgment within general policy and legal guidelines in politically sensitive situations.Establish, maintain, and foster positive and harmonious working relationships with those contacted in the course of work. Education and Experience: Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical and highly desirable way to obtain the required qualifications would be: Equivalent to graduation from an accredited four-year college or university with major coursework in risk management, business or public administration, or a related field, and three (3) years of increasingly responsible professional risk management or human resources administrative experience, preferably in a government agency. Licenses and Certifications: Possession of a valid California Drivers License, auto insurance, and a satisfactory driving record by time of appointment.Possession of an Associate in Risk Management (ARM) designation is highly desirable.
SUPPLEMENTAL INFORMATION
PHYSICAL DEMANDS Must possess mobility to work in a standard office setting and use standard office equipment, including a computer and to operate a motor vehicle and to visit various City and meeting sites; vision to read printed materials and a computer screen; and hearing and speech to communicate in person, and over the telephone. This is primarily a sedentary office classification although standing in work areas and walking between work areas may be required. Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard or calculator and to operate standard office equipment. Employees in this classification occasionally bend, stoop, kneel, reach, push, and pull drawers open and closed to retrieve and file information. Employees must possess the ability to lift, carry, push, and pull materials and objects up to 25 pounds with the use of proper equipment. ENVIRONMENTAL ELEMENTS Employees work in an office environment with moderate noise levels, controlled temperature conditions, and no direct exposure to hazardous physical substances. Occasional travel to various City facilities is required. Employees may interact with upset staff and/or public and private representatives in interpreting and enforcing departmental policies and procedures. DISASTER SERVICE WORKERAll employees of the City of Orange are designated by both State law and City ordinance to be “Disaster Service Workers.” In the event of a declared emergency or any undeclared emergency or natural disaster that threatens the life, health and/or safety of the public, employees may be assigned to assist rescue and relief workers. Such assignments may be in locations, during hours and performing work significantly different from the employees’ normal work assignments and may continue through the recovery phase of the emergency.
