The Senior Budget Analyst, under the direction of the Tribal Chairperson, is responsible for providing expert and technical assistance in matters of fiscal management, analysis, evaluation and reporting of tribal, state, federal and private grants and funds, ensuring conformity with existing agreements, rules, regulations and policies and procedures.
ESSENTIAL FUNCTIONS: (includes, but is not limited to, the following)
  • Establishes and directs the development of complex statistical and financial reports and provides direction and makes recommendations to the Tribal Chairperson in development of internal spending plans.
  • Provides directors and managers with fiscal information, budgetary forms, and related information necessary for effective management and, provides orientations and training sessions on budget related policies and procedures.
  • Verifies and monitors adherence to budgetary rules and regulation, monitors and reviews budgets and justification; formulates and revises budget estimates; validates justifications through comparisons with actual expenditures and operating reports.
  • Monitors trends in spending and anticipates funding and reprogramming needs.
  • Performs analysis of budget requests for reasonableness, accuracy, and conformance with regulations and restrictions imposed from tribal, local, state, and federal governments.
  • Attends Board of Directors meetings/workshops to present all budget documents and provides technical assistance when needed.
  • Inputs and maintains all Governmental, Casino, and Enterprise budgets in JD Edwards accounting software system.
  • Interprets and analyzes grant opportunities from Federal, State, and local governments, as well as private sector and industry, and reviews grant application proposals prior to submission to the Board of Directors for approval.
  • Monitors and reviews reports submitted by staff to recommend approval or to suggest changes.
  • Analyzes operations to evaluate performance of a company or its staff in meeting objectives or to determine areas of potential cost reduction, program improvement, or policy changes.

  • Supervises department staff, interviews candidates and makes recommendations for hire.
  • Creates and develops special projects as directed and makes effective recommendations on financial impact to Tribal Chairperson.
  • All other job-related duties as assigned.

PHYSICAL REQUIREMENTS:
Position sedentary, primarily sitting/lifting of maximum of 10 pounds. Physical factors include constant sitting, typing and use of near vision; frequent factors include use of hearing and color vision and occasional standing, walking, carrying, lifting, climbing, stooping, kneeling, reaching, manual handling, use of midrange, field and far vision and bending. Working conditions include constant lack of exposure to natural light, frequent exposure to noise, air quality and vibration and occasional exposure to weather, extreme cold and wet/humidity. Potential hazards include constant computer use; frequent exposure to moving mechanical parts, electrical shock, chemicals and office equipment. Working conditions include contact with the clients and the general public and as such could be exposed to infectious agents. Protective equipment/clothing needed to perform the job include hazards kit with protective gloves, mask, etc. and personal protective equipment.
REQUIREMENTS:
Education: Bachelor's degree in Accounting, Business Administration or Finance related field required. Master's degree in Public Administration or Finance preferred.
Experience: Minimum of five years of experience in Tribal governmental, enterprise and casino budgeting and financial management required.
Certification/License: Will be required to complete and pass pre-employment drug testing.
Knowledge, Skills and Abilities: Must have working knowledge and proficiency in the use of word processing, spreadsheets and databases and accounting software. Must be able to analyze problems and data, and develop responsive and effective solutions. Must be able to effectively present complex financial information to all levels of management. Must have excellent communication skills, in writing and verbal, including public speaking. Must have working knowledge of budgetary methods, terminology, techniques, practices and procedures. Must have strong analytical skills and be able to produce results with high degree of accuracy. Must be able to work under pressure and with little or no supervision. Must have excellent organizational and time management skills and be able to plan, prioritize and manage work load to meet goals in a timely manner. Must have excellent project management skills, provide strong leadership, prioritize project task and meet project deadlines. Must be able to maintain effective working relationships with coworkers, supervisors/managers, subordinates and the general public. Must maintain confidentiality. Native American preferred.
