Job Description

POSITION TITLE: Senior Director, Human Resources
DIVISION: Human Resources
CLASSIFICATION: Exempt

PURPOSE:

Develop, communicate and implement organizational policies and procedures. Further emphasis will be focused on State and Federal employment laws. Ensure all programs and services are in compliance with CARF, ISDH, BQIS, BDDS, ISO, DOL, and all other state and federal standards. Responsible for the development and implementation of these initiatives will provide a base for quality, ethical conduct of staff and business development in a constantly changing, competitive marketplace.


KEY AREAS OF RESPONSIBILITY:


  • ADMINISTRATION:
  • Assist supervisory staff and agency departments with employee relations matters and personnel issues; and in the development/revision of department policies and/or procedures as requested.
  • Oversee the development and implementation of an agency employee manual and standard operating procedure manual (SOP). Assist programming department heads in the writing and editing of departmental policies as needed.
  • Ensure consistency of policy application within the agency.
  • Maintain agency compliance with benefit and employment-related state and federal laws including (but not limited to): HIPAA, ERISA, ADA, FMLA, Title VII and FLSA. Maintain a working knowledge of these laws, worker’s compensation and benefit plans.
  • Oversee management of all workers’ compensation matters, including all OSHA related functions. Responsible for cooperating with workers’ compensation third party vendors. Tasked with development and maintenance of a comprehensive return to work program.
  • Coordinate benefits between insurance providers and agency. Assist in the annual review of insurance programs. Implement and communicate benefit changes to staff.
  • Respond to initial unemployment insurance claims. Initiate and participate in the appeal process as warranted.

  • PERSONNEL AND ENSURING EFFECTIVENESS OF STAFF WITHIN EACH DEPARTMENT:
  • Oversee management of Human Resources functions, including preparing responses to allegations of employment misconduct, personnel situations, policy review and other issues as needed.
  • Perform duties required of plan trustee and plan administrator for Profit Sharing Plan and 401K, including enrollments, change events, audit preparation and withdrawal requests, as needed.
  • Maintain an ongoing thorough knowledge of personnel-related federal and state legislation through self-study and continuing education attendance. Apply that knowledge to agency issues appropriately.
  • Lead and coordinate the agency Personnel Policy and HIPAA committee as well as the Safety Document Retention and Destruction committee. Maintain plans for each.
  • Develop, guide and maintain strategic and operational plans related to all relevant program and service areas.

BUDGETING AND PLANNING FOR ALL APPLICABLE PROGRAMS SERVICES AND DIVISIONS:

  • Develop, implement and maintain an annual outcome measurement system.
  • Prepare short and long term goals to meet the needs of staff.
  • Prepare and monitor annual program budget and plan for revisions as required by changes in markets and funding resources.
  • Assess staff needs and direct planning for appropriate program expansion.

ENSURING QUALITY ASSURANCE AND COMPLIANCE:

  • Maintain records and develop progress reporting systems in compliance with agency and position standards/regulations.
  • Maintain confidentiality of persons served.
  • Maintain a working knowledge of regulations governing agency programs including, but not limited to, IAC 460 governing Medicaid Waiver, Board of Health regulations, Early Head Start regulations and CARF requirements.

ESSENTIAL JOB FUNCTIONS:

  • Excellent and professional communication skills, both oral and written.
  • Ability to perform budgeting calculation and comparisons.
  • Must possess critical thinking skills.
  • Have own transportation to/from meetings and events in and around the entire service area.
  • Complete other duties and responsibilities as assigned.
  • Comply with ethical standards of DSI, FSSA, and other governing bodies.
  • Ability to work flexible, non-standard hours, including occasional evenings and weekends.

QUALIFICATIONS:

  • Law Degree (JD), MBA, MPA or Masters Degree in Higher Education Administration preferred. Must have exhibited knowledge in legal standards. Degree in Human Resources Management, Business Administration, or Supervision, required. Experience in Human Resources Management strongly preferred.
  • Previous experience working with adults with disabilities or similar background desired.
  • Supervisor experience required.
  • Must be able to work with people at all levels.
  • Must have good communication skills, both oral and written.
  • Must have knowledge of organizational management and not-for-profit businesses.
  • Must have a minimum of three years’ experience in dealing directly with the public and personnel issues.
  • Must have demonstrated ability in the knowledge of a computer system’s operation with intermediate skills in such software as WordPerfect, Microsoft Word and data base management.
