Senior Manager, International Trade Compliance
(Remote - VA)
Responsibilities:
- Lead the trade compliance function for the company, including supervising at least one (1) direct report.
- Develop and implement a trade compliance strategy across the organization by gathering inputs, requirements and stakeholder feedback, in compliance with the company’s Special Security Agreement and Affiliated Operations Plan.
- Develop and manage a comprehensive trade compliance program for the company, including developing and/or maintaining training, policies/procedures, work instructions, and guidelines as needed to support business objectives.
- Advise on U.S./international trade regulatory and compliance matters, including, but not limited to, the Export Administration Regulations, U.S. Foreign Trade Regulations, International Traffic in Arms Regulations, anti-boycott regulations, economic sanctions, and customs regulations.
- Draft, negotiate, and advise on contract terms and conditions relative to international trade and Incoterms.
- Provide cross functional direction/consultation to identify and resolve matters pertaining to export/import transactions and international trade sanctions to ensure compliance with all applicable laws and regulations, as well as local country laws.
- In consultation with relevant company personnel, make export jurisdiction/classification determinations and submit Commodity Jurisdiction and CCATS requests, as needed, including maintaining appropriate records related to same.
- Prepare, submit, and manage applications for export authorizations (e.g., licenses, agreements, general correspondences, advisory opinions) to the Directorate of Defense Trade Controls, Bureau of Industry and Security, and/or Office of Foreign Assets Control as needed to support company objectives.
- Manage day-to-day activities relating to export and import control regimes around the world.
- Maintain required import and export documentation, audits and post entry program in accordance with relevant laws and corporate policies.
- Review and approve documentation for international shipments.
- Provide guidance on required export control markings.
- Disposition denied party screenings as required to support company objectives.
- Conduct periodic export compliance update/refresher training as well as authorization specific training for personnel.
- Continue to improve trade compliance program through implementation of automated solutions.
- Conduct internal compliance self assessments.
- In consultation with Compliance Director/General Counsel, conduct internal investigations and root cause analysis in response to potential trade control violations.
- Prepare accurate, thorough, and complete voluntary disclosures and related summaries for review by the company’s senior management before submission to the appropriate U.S. Government regulatory agency.
- Maintain required records and monitor completion and implementation of corrective actions associated with disclosure matters.
- Effectively track and monitor Corrective Action Plans for subsequent follow-up verification and closure.
- Provide ongoing support and guidance to team members and international trade professionals across the enterprise on existing program requirements, adjustments and/or improvements.
- Develop trade compliance metrics and reporting.
- Undertake special projects and support other compliance program initiatives as assigned.
- Knowledge and skill in using computer software, including Excel, MS Word, PowerPoint, One Note and SharePoint
- Working knowledge of US Directorate of Defense Trade Controls (DDTC) Defense Export Control and Compliance System (DECCS) for export licensing application
- Working knowledge of US Department of Commerce’s Simplified Network Application Process-Revised (SNAP-R) for export licensing application
- Expertise in US export/import laws and regulations
- Understanding of the effects of Export Control Reform on Jurisdiction and Classification
- Basic knowledge of HTS Classification and Customs regulations
- Strong communication, leadership, presentation, diplomacy, and interpersonal skills are required to enable an effective interface with others.
- Expert writing and diction skills
- Expertise in process improvement methodology
- Expertise in training development
- Qualify for and maintain a DoD security clearance.
- The successful applicant must be authorized to work in the USA without sponsorship.
- Bachelors degree or equivalent experience in International, Business, Science, Engineering, or a relevant field; MBA or JD a plus.
- Ten or more years of progressively complex experience with US export/international trade compliance in a global defense company.
- Extensive technical expertise regarding U.S. export/import trade compliance laws/regulations (including ITAR, EAR, OFAC, and Customs requirements); application of export compliance principles, concepts, and practices; and management and leadership skills including organizing, planning, scheduling, and balancing multiple competing priorities to meet established deadlines or milestones.
