This position will primarily be telework; however occasional travel to the Olympia duty station as well as statewide travel will be required.

The Opportunity:
The Family First Prevention Services Administrator provides supervision and support for program staff within the Family First Prevention Services unit, sets unit priorities, ensures that tasks and projects are completed thoroughly and timely, identifies program goals and opportunities for program enhancement, operationalizes and monitors work plans to achieve those enhancements, and provides ongoing technical expertise, problem resolution, and consultation. This position supports program staff in the analysis, decision-making, planning, and execution of work. The Administrator is a catalyst for curiosity and creativity within the unit, sets the vision for assigned program areas, and translates that vision into concrete results, as evidenced by data showing improved outcomes.

Some of what you will get to do:
  • Supervise, train, and coach seven staff with advanced levels of expertise who provide statewide leadership and consultation in essential functions in the program areas of the unit and within individual program work assignments.
  • Develop and implement systems to monitor staff activity and performance, budgets, and expenditures, assignments, and work products for the unit.
  • Provide unit, division, agency, and statewide leadership, direction, and consultation for program development, performance measurement, and reporting for programs within the unit.
  • Using high-quality analysis to guide decision making, has authority to make data-informed, strategic recommendations on program and practice strategies and activities as well as related performance targets, measurement, and analysis that directly impact the effectiveness of Child Welfare practice agency-wide.
  • Develop and maintain a working knowledge of the WFSE Collective Bargaining agreement.
  • Provide constructive feedback, guidance, and reinforcement to staff on job performance.
  • Responsible for training, professional development, ensuring quality work performance, completing timely performance evaluations, and taking corrective or disciplinary action as needed.
  • Sustain productive, informative relationships with key stakeholders and system partners to enhance cross-system coordination of services for children in foster care.
  • Provide statewide leadership in a variety of committees and internal and external workgroups to represent child welfare policy and program development perspectives of DCYF.
  • In collaboration with internal and external stakeholders, proactively identify gaps in existing programs, policies, and procedures that need to be addressed to fulfill the organizational mission of DCYF.

Required Experience/Education:
A Master’s degree with a major study in social work, social sciences, or a closely allied field and five (5) years of progressively responsible experience in implementation, evaluation, strategic planning, or management of programs in public child welfare.
OR
A Bachelor’s degree in social work, social sciences, or a closely allied field and seven (7) years of progressively responsible experience in implementation, evaluation, strategic planning, or management of programs in public child welfare.

This position also requires:
  • A minimum of one year of experience analyzing and interpreting complex data and developing practice improvement strategies at a state, regional, or local office level.
  • Demonstrated ability to use Microsoft Office including Word, Excel, and PowerPoint.
Degree must be obtained from an accredited college or university whose accreditation is recognized by the U.S. Department of Education and the Council for Higher Education Accreditation (CHEA), or foreign equivalent verified by a NACES-approved organization at naces.org.

  • Foreign Equivalency certification must be attached to the application for degrees obtained outside the U.S. Incomplete applications may be screened out of the recruitment process.

A successful candidate will possess some or all of the following:
  • Knowledge and understanding of the Family First Prevention Services Act.
  • Project Management and/or Program Management knowledge, experience, or education.
  • Change management knowledge, experience, or education.
  • Professional experience in a social services or child welfare setting.
  • Knowledge and understanding of Indian Child Welfare and Government to Government relationships.
  • Knowledge and experience working within the structure and interrelationships of government.
  • Knowledge of FamLink or other SACWIS systems.
