The successful candidate may be offered a position in either the Housing and Community Services Coordinator or the Senior Housing and Community Services Coordinator classification. The range for the Housing and Community Services Coordinator is $50,841 - $58,455 annually; and for the Senior Housing and Community Services Coordinator is $56,035 - $64,440 annually.

The City of Plano has a policy that allows employees to work from home two days, maximum a week. The Neighborhood Services Department has a collaborated working cultures across all three division within the department; BEST Neighborhoods, Community Services (where this position will be located) and Property Standards (code enforcement).

Summary of Duties: Under general supervision, the Housing and Community Service Coordinator is responsible for qualifying applicants for federal, state, and city funded grant and loans; monitoring compliance and providing technical assistance to grant sub-recipients, residents and contractors; coordinating applicant assistance with social service agencies; and reviewing consolidated grant applications. Depending on the area assignment, the focus of an individual housing and community services coordinator may include the housing programs funded with general fund dollars, such as Great Update Rebate, or programs funded with federal and state funds in the areas of Housing Rehabilitation, Affordable Housing creation, homelessness prevention and homeless services and/or various.

Distinguishing Characteristics: This is the journey-level classification in the Housing and Community Service Coordinator series that follows diversified procedures and implements processes to accomplish end results, within guidelines. Immediate supervision is available upon request. This class is distinguished from Housing and Community Service Coordinator, Senior in that the latter is a higher-level class in the series that performs more complex technical, investigative, and supervisory duties requiring a higher level of knowledge and skill.

EXAMPLES OF ESSENTIAL JOB FUNCTIONS

  • Provides general customer services; responds to concerns and inquiries.
  • Drafts various reports; maintains department and project files and documents.
  • Monitors project files records and activities to ensure that funds are spent in accordance with agreements; ensures eligibility requirements are still being met in accordance with program regulations.
  • Creates flyers, brochures, and speaks at events to promote program awareness and participation.
  • Maintains records of all documents in both a hard copy and digital filing system.
  • Attends department, public, boards and commissions, and City Council meetings.
  • Regular and consistent attendance for the assigned work schedule is essential.
  • Prepare and manage Community Services Division contracts and grant agreements.
  • Underwrites First Time Homebuyer and Developer loans and grant applications; verifies applicants’ financial information, credit history, income, assets, and backgrounds.
  • Determines loan eligibility of each application; approves or denies applications; refers applications to loan committees as appropriate; arranges loan payment plans; processes and monitors a database of client payments.
  • Meets with and interviews program applications during initial consolation; gathers, reviews, and underwrites documents to verify that all necessary paperwork is completed and accurate; requests additional information as needed.
  • Reviews and processes developer grant reimbursement requests.
  • Administers the First Time Homebuyer Program and class.
  • Oversees the home inspections of all First Time homebuyer and grant-funded developer projects.
  • Administers the City of Plano Housing Tax Credit Resolution Application process.
  • Conducts environmental reviews for projects in accordance with HUD regulations.
  • Reconciles CDBG and HOME program income with the general ledger and inputs amount into HUD’s IDIS system.
  • Provides technical assistance to developers to ensure project funds are administered in a timely manner.
  • Ensures that all sub-recipients recipients receiving project construction funds abide by Davis Bacon rules and regulations.
  • Monitors sub-recipient records and activities to ensure that funds are spent in accordance with agreements.
  • Participates in the Consolidated grant process by preparing staff evaluations on submitted applications.

Marginal Duties:

  • Performs other duties as assigned.

Typical Decisions: Determines property owner and contractor eligibility for participation in federal programs; loan payment schedules and collection procedures; public awareness educational methods to promote departmental programs; and project environmental eligibility. Position requires discretionary judgment regarding work priorities, time utilization, and effective courses of action to complete assignments. Minimum Qualifications:

Knowledge of: CDBG or HOME statutes and their implementation; public relations methods; Federal, State, and local regulations related to housing issues; fair housing laws; affordable housing programs; loan servicing; loan underwriting and processing; real estate practices; housing financing techniques; homeless service programs and regulations; HUD and property standards codes.

Skill in: Communicating effectively both verbally and in writing; interacting with people from varied socio-economic backgrounds; preparing reports; planning, scheduling, resource management, organizational planning and managing multiple projects; applying accounting principles and financial analysis and resource management methods; maintaining accurate records and filing systems; creating and maintaining effective working relationships with outside agencies and the public performing duties exercising good judgment and without close supervision; operating standard office equipment and software including spreadsheets, word processing, databases, graphics programs.

Education: Bachelor’s degree in Social Work, Business, Finance, Public Administration, Urban Planning, or related field.

Experience: Two (2) years of experience as a Community Development Coordinator, or in mortgage lending, CDBG or HOME administration, housing rehabilitation or related field.

Any work related experience resulting in acceptable proficiency levels in the above Minimum Qualifications is an acceptable substitute for the above specified education and experience requirements

Licenses and Certifications: Texas Class C driver’s license (must obtain within 30 days of hire per state law). Texas Notary Public license.

Conditions of Employment: Must pass a drug test, driver license check, criminal history background check, periodic CJIS background check (for positions requiring access into Police buildings) and social security number verification check.

Physical Demands and Working Conditions: This is primarily a sedentary office classification although standing in work areas and walking between work areas may be required. Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard or calculator and to operate standard office equipment; vision to read printed materials and a computer screen; hearing and speech to communicate in person and over the telephone. Positions in this classification occasionally bend, stoop, kneel, reach, push, and pull drawers open and closed to retrieve and file information. Employees must possess the ability to lift, carry, push, and pull materials and objects weighing up to 25 pounds.

Senior Housing & Community Services Coordinator

Summary of Duties: Under general supervision, the Housing and Community Services Coordinator Senior is responsible for qualifying applicants for federal and state funded grants and loans; administering the housing rehabilitation and homebuyer loan processes and collections; coordinating contractor and sub-recipient payments; monitoring compliance and providing technical assistance to grant sub-recipients; conducting environmental reviews; managing grant program budgets; administering projects and programs which contribute to the City meeting Consolidated Plan goals as required by the U. S. Department of Housing and Urban Development, and coordinating applicant assistance with social service agencies.

Distinguishing Characteristics: This is the advanced journey-level classification in the Housing and Community Services Coordinator series. The incumbent plans detailed methods to attain desired objectives working within established policy. Methods require use of initiatives and resourcefulness in developing processes and procedures. Works under indirect supervision, conferring with supervisor on unusual matters.
