The Shelter Program Manager is responsible for services that take place at Loveland shelter locations providing services to adults experiencing homelessness. The Shelter Manager will train and guide staff and volunteers ensuring they are able to adequately assist guests and collaborate with local providers working toward a common mission of reducing homelessness. The Shelter Manager is responsible for ensuring a safe and caring environment for guests and partner agencies.
The salary range for this position is $22.31 - $32.40 per hour with a hiring range of $22.31- $27.36, depending on qualifications and experience. This position will close to new applications on: Monday, October 17, 2022 at 12:00pm M.S.T.
This position involves on-site shift hours that depending on role, may vary day, overnight, and 12 hour shifts. Hours may change as needed.

ESSENTIAL JOB FUNCTIONS:
- Provide a welcoming environment for guests, shelter staff, volunteers and partner agencies by maintaining a safe and controlled environment.
- Lead the execution of onsite operations of the day and night shelter programs.
- Ensure adequate staffing to provide continuous services including holidays and weekends
- Provide training, direction and oversight of shelter staff, interns, contractors and volunteers. Ensure that staff is able to adequately assist guests who are experiencing homelessness and are often times struggling with substance abuse, trauma, and physical or mental health issues through training that results in proper referrals to resources and access to basic services.
- Assist with hiring, supervising, managing and evaluating shelter staff and interns.
- Compiles accurate and timely program statistical data to meet reporting requirements. Monitors performance measurements and recommends program improvements.
- Ensure services that are consistent with our value that guests are treated with respect and dignity.
- Develop and maintain relationships with other partner agencies
- Participate in collaborative community meetings, networking and brainstorming solutions related to sheltering the homeless community
Staff Management:
- Provide leadership, supervision, training and direction to staff, interns and volunteers to create a welcoming guest experience and access to partner agency services.
- Ensure policies and procedures are clearly identified and followed.
- Ensure day and night programs are using Homeless Management Information System (HMIS).
- Manage the process of access to core services of showers, laundry and mail, and clothing and gear as available.
- Provides back-up to staff in direct services to clients, includes assisting guests in accessing services through partner agencies, applying for housing, and core services
- Ensure correspondence are returned in a timely manner.
- On-call for consultation and intervention after hours and on weekends.
- Ensures guest and agency confidentiality are maintained
Safety & Facilities:
- Oversee on-site security for anything that pertains to guest interactions and policies.
- Respond to emergencies and coordinate crisis intervention as needed.
- Ensure all policies and procedures are followed.
- Supervise and intervene in de-escalation for guest behavioral concerns using a guest centered approach while following established safety policies and procedures.
- Ensure facility needs are communicated to appropriate facility staff. Ensure facility spaces are clean, well maintained, comfortable and safe.

SUPERVISORY DUTIES:
This position is responsible for supervision of non benefit eligible City employee(s) and volunteers. Carries out supervisory responsibilities in accordance with the organization’s policies and applicable laws. Responsibilities include training employees: planning, assigning and directing work; ensuring accountability; addressing complaints and resolving problems.

- Proficiency in MS Office software

- Be on-call and respond to emergencies, including outside of standard business hours.
- Relate to and work with many kinds of people.
- Skilled in successfully working with people experiencing homelessness or similar situations.
- Remain calm, tactful, and thoughtful under pressure
- Excellent conflict resolution skills
- HMIS (Homeless Management Information System) experience desired.

Education and/experience
Bachelor’s Degree in related field or equivalent experience. An equivalent combination of education and/or experience may substitute for education or experience requirement on a year-for-year basis. 1 year of supervisory experience required and 1 year of related experience required.
Remain calm and respond appropriately in crisis situations; using the Trauma-Informed Care model of service delivery.

Working environment/physical activities:
While performing the duties of this job, the employee is regularly required to stand and walk for several hours at a time, or remain in a stationary position using a computer and associated technology. Some remote work available. Will work some on-call. May work some evening, weekend, or holiday shifts.
