General Statement of Duties
Under limited supervision, performs a full range of administrative and program support duties for the Conservation District. Work involves administrative office duties for governing boards and technical staff. These services include records maintenance, preparation of grants, reports, contracts, correspondence and other office data in current electronic formats for a variety of federal, state and local programs. The employee is also responsible for the development and implementation of educational programs and activities for the public, including presentations to groups. Worked is performed under the supervision of the District Conservationist and the Soil and Water Conservation District Board.

Essential Job Functions
- Serves as administrative staff to two governing boards including the Soil & Water Conservation District (elected) and Voluntary Agricultural District (appointed)
- Administrative assistant to technical staff including office and field work
- Provide customer service through initial contact in person or via telephone
- Performs general office operations including but not limited to: meeting development and arrangement; taking meeting minutes, preparing reimbursement requests, and budget development
- Voluntary Agricultural District—provide reports yearly to the State
- Perform technical assistance billing for cost share programs for county reimbursement
- Seeks project related grant funding including grant application and administration
- Process applications, grants, contracts, and requests for proposal for NCACSP and CCAP and federal programs
- Handle confidential or sensitive client information
- Provide administrative support for specific state and federal programs
- Provide technical information to environmental consultants including soils,
- Coordinate and implement various local and regional volunteer assistance programs
- Serve as coordinator for Big Sweep Caldwell County and attend meetings with Big Sweep officials to plan and coordinate statewide events
- Provides educational opportunities in Natural Resource Conservation to the public including but not limited to: public and private schools grades K-12, Wrap Around programs, Envirothon programs for schools, environmental field days, adult instruction through presentations and teacher recertification workshops
- Conduct and judge various educational contests such as Farm Family and coordinate awards and recognition ceremonies

Knowledges, Skills, and Abilities
- Thorough knowledge of department’s functions and purpose; communicates that mission with the governing boards, staff and general public.
- Considerable knowledge and ability to use office business practices.
- Considerable knowledge of working with grants, data, figures, rates, and mathematics.
- Ability to gather and give comprehensive information and instructions, based on program knowledge and independent research.
- Ability to communicate a knowledge of program operations and organizational programs.
- Proficiency with a variety of specialized technology that operate the business systems for the County and the assigned department.
- Ability to use a wide variety of computer technology and programs including Microsoft office
- Ability to establish and maintain effective working relationships with supervisor, governing boards, employees, and the general public.
- Ability to plan, organize, monitor, evaluate, and delegate duties to others (such as volunteers and clients).
- Sound judgment, discretion and initiative are required in performing these responsibilities.
- The employee is in frequent contact with the public and must exercise considerable tact and courtesy.

Education and/or Experience
- Associate’s degree with 1 year of experience in business management, environmental studies, agricultural management or administration and/or similar concentrations.
- Bachelor’s degree in agri-business, ecology, environmental studies, biology, business management and/or similar concentrations.
- Any combination of education and experience must be relevant and pertain to the work duties and requirements.
