The Civil and Criminal Programs Unit (CCP) is part of the Office of the State Court Administrator(OSCA) within the Oregon Judicial Department (OJD). CCP develops, implements, and evaluates civil and criminal programs for application in the state courts and for use by public and government stakeholders. Position Highlights:

We are hiring a Specialty Court Bureau of Justice Assistance Risk and Needs Triage Tool (BJA RANT) Analyst (Analyst 3) to join us at the CCP. In this position, your work will be related to RANT, a screening tool designed to assist in the equitable referral and entry of criminal justice involved individuals into Adult Drug Courts in Oregon. This will include project development, business process implementation, training, administrative support, technical assistance, and data gathering and analysis. Your goal will be to maintain and improve program operations, adhere to best practices, and comply with OJD’s policies and procedures.

Much of your day will be spent collaborating with court staff, other analysts, and stakeholders to run reports, analyze data, and bridge information gaps to ensure effective local court communication and business needs. This work will include collecting reports and feedback to understand screening and eligibility processes, creating model court forms, and onsite assistance.

You will create and pilot RANT training at select courts. Virtual training opportunities between pilot courts and new courts implementing the tool will be part of this education. In doing your work, you will identify barriers to implementation, suggest and implement strategies for improvement, and identify subject matter experts to support continuous quality improvement.

You will also serve as an OSCA staff liaison to workgroups and committee. In this capacity, you will provide data and other information regarding business processes, coordinate with the community groups, service providers, the Legislative Affairs team, Chief Justice, and OSCA leadership regarding OSCA strategy and goals. Your expertise will help engage justice partners and promote understanding surrounding the RANT.

Assigned tasks may be changed to accommodate workload and organizational needs.

Minimum Qualifications

The qualified candidate must have at least three (3) years of increasingly responsible, professional-level experience researching and tracking data, analyzing performance and outcomes, and recommending and implementing actions as part of a program.

AND
Possession of a bachelor’s degree in business, public administration, court administration, or a closely related field.
OR
Any combination of education and experienceequivalent to six (6) years that typically supports the level of knowledge, skills, and abilities needed for this position.

Note: An advanced degree in business, public administration, court administration, law, or a related field may substitute for some of the required work experience.

  • Experience working in a court or other legal environment that included knowledge of drug court.
  • Experience developing reporting requirements, measuring performance, and reporting about outcomes of a program or project.
  • Experience using a computer to perform research, analyze information using spreadsheet and database software, and performing a variety of tasks.
  • Experience researching, identifying, and implementing best practices within a program or system.
  • Experience developing and implementing training to adult learners.
  • Experience managing projects and programs in collaboration with stakeholders or business partners to meet common goals.
  • Understanding of the importance of equity, diversity, and inclusion efforts within criminal or civil organizations.

Working Conditions

  • This is a full-time, FLSA-exempt position and the work schedule currently is 8:00 a.m. to 5:00 p.m. Monday through Friday. It is ineligible for overtime compensation for hours worked in excess of 40 per work week.
  • Occasional early-, after-hours, weekend, or long working hours may be required.
  • Occasional travel may be required, sometimes overnight.
  • Remote work may be available for this position; assigned and approved remote work begins, changes, and ends only with administrative authority approval.
  • Occasional video, telephone, or in-person contact with angry, confused, or frustrated people and with people from diverse backgrounds.
  • Regular use of the following equipment: telephone, OJD-assigned computer with multiple monitors and various software, copy machine, fax machine, and scanner.
