Position Location:
This position is located in Los Alamos, New Mexico.

Position Summary

The Regulatory Compliance Environmental Remediation Manager 4 is responsible for leading environmental support personnel to Environmental Remediation projects and field compliance operations, including subcontractor oversight, in accordance with the Los Alamos Cleanup Contract (LLCC) requirements, U.S. Department of Energy (DOE) regulations and Orders and other applicable regulatory requirements.

While working to achieve N3B Los Alamos Cleanup Contract objectives, the Regulatory Compliance Environmental Remediation Manager 4 ensures all activities and operations are performed in a safe and deliberate manner; will maintain required safety, security and operational training; ensures procedural and regulatory compliance; and makes safety, security and quality an integral part of every task, including taking the necessary steps to stop work if continuing the job is unsafe or compromises safety or security. The Regulatory Compliance Environmental Remediation Manager 4 works collaboratively with Environmental Remediation projects and interprets, recommends, and complies with environmental, health and safety regulations and/or company policies.


This position reports to the Regulatory Compliance Director within the ESH&Q organization.


Essential Duties/Responsibilities (may include, but are not limited to):
  • Manages a staff of environmental Subject Matter Experts (SMEs) to implement the N3B ESH&Q management programs effectively and efficiently and ensure compliance with environmental permits and regulations, to support safe and compliant execution of the LLCC.
  • Ensures necessary environmental and safety oversight of both N3B and subcontractor project planning and field compliance with the New Mexico Environment Department approved work plans for ER mission scope.
  • Oversees and ensures effective management of the scope, schedule, and budget for regulatory compliance projects in concurrence with the 2016 Compliance Order on Consent (Consent Order).
  • Provides SME support to the 2016 Compliance Order on Consent annual planning process, including working with projects to maintain and update Appendix A, Appendix B, and Appendix C, as appropriate.
  • Reviews and comments on all upcoming N3B projects for regulatory compliance.
  • Advises and consults with DOE staff directly for collaboration and compliance with the Consent Order.
  • Coordinates, reviews, assesses and provides regulatory direction, resolving a variety of complex problems in regards to environmental remediation compliance.
  • Communicates effectively with regulators to maintain and build excellent communication and collaboration.
  • Remains current with new federal/state regulations and implements changes to the program, as necessary.
  • Participates in cross-program regulatory teaming with regulatory agencies and DOE.
  • Participates in readiness reviews for field projects and associated peer review processes.
  • Partners with DOE as necessary for Los Alamos National Lab (LANL) Consent Order compliance.

Minimum Qualifications (Knowledge, Skills, Abilities):
  • Demonstrated experience specific to DOE contract execution is highly preferred.
  • Experience in managing technical staff and demonstrated ability to train and mentor staff to higher levels of performance.
  • Strong affiliative skills and evidence of effectual interactions engaging workers.
  • Broad knowledge of the Consent Order and site remediation/investigation process.
  • Broad knowledge of the LANL Hazardous Waste Facility Permit.
  • Demonstrated knowledge in the regulatory aspects of environmental site corrective measures evaluations, work plans, site investigations, site remediation, risk assessments, and data evaluation.
  • Strong problem solving skills, to include positive collaboration to achieve optimal solutions.
  • Excellent personal motivation with a proven ability to build and work collaboratively in a strong team concept environment, and independently.
  • Well-developed skills in prioritizing, organization, decision making, time management, and verbal/written communication skills, with the ability to communicate complex issues concisely at all levels of personnel.
  • Focused, versatile, dependable, multi-task oriented, flexible, positive, able to adapt effectively to challenging situations.
  • Effective interpersonal, verbal and written communication skills, to include the ability to develop and present program material to senior executives and the DOE client.
  • Proven experience in critical strategic analysis, interpreting requirements, and developing and executing plans to satisfy them.

  • Ability to cultivate a close relationship with multiple stakeholders to understand their needs, respond quickly to their requests, and provide feedback in a timely manner.
  • Ability to provide guidance and interpretation of policies concerning environmental programs.
  • Ability to research, assemble, and evaluate information and data regarding industry practices or applicable regulatory changes affecting environmental policies or programs; ability to implement sound, practical solutions to complex issues.

Education and Experience Required:
Bachelor’s degree in science or engineering, with 10+ years of relevant experience to include a minimum of 5 years' of management responsibility. However, a combination of education and relevant experience wherein the knowledge, skills, and abilities to perform the position’s duties and responsibilities have been adequately demonstrated is acceptable.

Education Equivalency: 2 years of relevant experience for 1 year of college.

Working Conditions and Physical Requirements:
Normally assigned to perform work both in the office and field environment and the associated with both of the work environments.

Physical requirements conducive to a normal office and field environment. Job performance requires adequate visual acuity and manual dexterity for meeting the requirements of the discipline. Light work involves lifting no more than 20 pounds at a time with frequent lifting or carrying of objects weighing up to 10 pounds. May spend time in the field gathering data, performing observations and monitoring environmental conditions firsthand. Field activities may require working in unfavorable weather conditions.
