Position Overview

The Division of Mental Health (DMH) is seeking to hire a Statewide Medical Director providing oversight and responsibility for State Operated Psychiatric Facilities. The Statewide Medical Director for DMH will provide administrative and clinical direction and consultative medical services to clinical administrator’s and evaluate statewide clinical service programs for the Division of Mental Health. The Statewide Medical Director for the Division of Mental Health should possess an Illinois license to practice medicine and be board-certified psychiatrist. The Division of Mental Health ensures equitable access to a full continuum of preventive, supportive, and recovery-focused treatment resources that promote mental wellness for all people in Illinois.

Job Responsibilities

1. Serves as the Medical Director for the Division of Mental Health (DMH) with leadership and oversight responsibility for clinical and related staff at DMH State Operated Psychiatric Hospitals.

2. Organize the goals and objectives for statewide psychiatric clinical services by issuing clinical directives, establishing protocols, and evaluating progress towards those goal and objectives.

3. Plans, evaluates and confirms the appropriate use of resources available within mental health hospitals and all clinical services, verifying those resources (i.e. budget management, personnel management, budget analysis and preparation, program development and implementation) are used in accordance with division’s goals and objectives.

4. Serves as full-line supervisor.

5. Confers with the immediate supervisor, Associate Director, Bureau Chief and other top management staff to confirm the integration and coordination of clinical, administrative, labor relations, investigatory, fiscal/budget, personnel, community programs and functions needed to expedite the processing and resolution of issues and concerns as well as to enhance the overall clinical services for the division.

6. Stays abreast of new techniques and procedures in the clinical/medical field.

7. Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.

Minimum Qualifications

1. Requires an Illinois license to practice medicine and completion of an approved residency in Psychiatry.

2. Requires four (4) years of substantive medical administrative experience in clinical/medical program direction, planning and evaluation.

3. Requires Board Certification in Psychiatry.

Preferred Qualifications (in priority order)

1. Three (3) years of substantive medical administrative experience in a mental health administration setting.

2. Three (3) years of professional experience supervising staff in the medical field as well as other medical Professionals.

3. Three (3) years of professional experience communicating with both internal and/or external stakeholders daily on medical services.

4. Three (3) years of professional experience providing clinical direction and consultative medical services to medical professionals for a public or private organization.

5. Three (3) years of professional experience performing qualify assurance assessments on medical services and treatment provided to patients and/or individuals.

6. Three (3) years of professional experience recommending changes to medical service programs.

7. Seven (7) years of professional experience as a physician working with concepts and practices of psychiatry medicine.

8. Three (3) years of professional experience administering clinical service programs.

Conditions of Employment

1. Requires ability to pass the IDHS background check.

2. Requires ability to pass a drug screen for drugs prohibited from recreational use under Illinois Law.

3. Requires the ability to meet all agency vaccine/health-related policies and guidance.

4. Requires the ability to work and be on call after hours, on weekends and holidays.

5. Requires the ability to travel.

6. Requires Drug Enforcement Administration (DEA) License.

7. Requires an Illinois Controlled Substance License.

8. Requires an Illinois Physician and Surgeon License.
