Project Overview

The Pueblo Chemical Agent-Destruction Pilot Plant (PCAPP) will safely destroy 2,611 tons of mustard agent in mortar rounds and artillery projectiles stored at the U.S. Army Pueblo Chemical Depot (PCD) approximately 25 miles from Pueblo, Colorado. Neutralization followed by biotreatment is the technology selected by the Department of Defense to destroy the Pueblo chemical weapons stockpile. The PCAPP plant began the operations and munition destruction phase as of September 2016. Candidates for unescorted access to the Chemical Limited Area must successfully clear National Agency Check with Local Check (NACLC). All employees are subject and agree to random drug and alcohol testing as a condition of employment. Must be physically fit and able to work safely at an operating plant. Eligible applicants must be a US Citizen and successfully go through a government screening process. Based on project goals and objectives, candidates established within our local community are desirable.


Position Summary

The Pueblo Chemical Agent-Destruction Pilot Plant (PCAPP) is looking for a Subcontract Technical Specialist at the Pueblo, CO location. This position will report to the Lead Subcontract Technical Representative at the PCAPP project. The Subcontract Technical Specialist will be responsible for the transition of the STR role from EPC to an operational facility and ensure the needed processes are developed and fully functioning prior to operations. The STS will be responsible to review and coordinate the efforts of the projects subcontracts technical representatives.This is a long-term assignment with a 4/10’s schedule. The work hours are from 6:30am – 5:00pm Tuesday – Friday. This position may require additional overtime hours as deemed necessary


This PCAPP position falls under the scope of the McNamara-O’Hara Service Contract Act of 1965 (SCA). The SCA requires PCAPP to provide employees with benefits and wages no less than the amounts the Department of Labor has established for the location and classification in which the employee will be working.


Responsibilities

  • Receives operational supervision from a Systemization Overview Manager or Senior Project Management.
  • Assignments given in terms of broad general objectives and limits.
  • Coordinates and provides process direction to the projects Subcontract Technical Representatives.
  • Develops and evaluates plans and criteria within a discipline or specialty for a variety of project activities.
  • Provides technical advice, guidance and counsel to project or taskforce personnel as assigned on specific assignments by providing the resolution of technical questions arising in the area of specialty
  • Assists in the preparation of project proposals.
  • Executes specialized assignments within a type of industry or type of industrial process for startup, operations, maintenance or testing.
  • Assist with the development and revisions of related site process and procedures
  • Performs other tasks as assigned by Project Management
  • Performs, assists with, and/or coordinates subcontract technical services for the systemization phase of the project.
  • Establishes or assists in establishing the detailed project execution plan and the development of the overall project engineering budget and schedule. Inputs to and (proposals and execution) quantities and budgets.
  • Develops design and procurement schedules for approval
  • Prepares, approves or recommends approval of project procedures for as required
  • Coordinates subcontracting efforts with Project Management, Startup, Operations, Maintenance, Procurement, Environmental Safety and Health (ES&H) and Project Controls when assigned.
  • When assigned directs subcontractor activities in preparation of project proposals, including staffing, quantities, scope reviews, schedules and coordination with Business Development and other functional groups.


Qualifications and Skills

Basic Qualifications

  • Bachelor’s degree from an accredited university with 1 year of systemization experience. In lieu of a degree 7 years of progressive systemization experience.
  • Must be a US Citizen.
  • Must be able to obtain and maintain any security clearances required for this position according to Army Regulation 50-6 (Chemical Surety). *
