Created in 1993, LAHSA is a joint powers authority of the city and county of Los Angeles. As the lead agency in the HUD-funded Los Angeles Continuum of Care, we coordinate and manage over $800 million annually in federal, state, county, and city funds for programs providing shelter, housing, and services to people experiencing homelessness.
Under the leadership of the Access & Engagement Manager and as a part of the management team, the supervisor will assist with oversight of general day-to-day and staff operations of the Homeless Engagement Teams (HETs). The supervisor will ensure homeless individuals and families are provided opportunities to end their current homeless situation via staff outreach and connection to available L.A. City and County resources and assistance.
Essential Job Functions
- Manage and coordinate all department functions related to staff oversight and outreach performance.
- Assist the department director with developing, implementing, and submitting reports and records per contractual requirements.
- Assist with the development and coordination of the Countywide outreach network.
- Maintain regular communication, develop professional relationships, and partner in outreach coordination with city and county partners.
- Represent the Department as lead staff for the training, implementation and participation in SPA level CES process, including participation in community meetings/events, relationship development and maintenance, and staff completion of the Vulnerability Index Service Prioritization Decision Assistance Tool (VI-SPDAT) in HMIS.
- Assist department manager and director in coordinating weekly/monthly departmental meetings and staff trainings.
- Coordinate weekly team meetings and provide regular one-on-one staff supervision.
- Manage and coordinate staff schedules and report on staff work performance.
- Provide real-time field support to staff members by performing outreach with HETs and role modeling outreach best practices. Facilitate case conferencing to problem solve client barriers.
- Manage program and client supplies and inventory.
- Assist with compiling, reviewing and submitting HMIS reports to the director on a monthly basis. Provide support and oversight to HETs in their HMIS usage and proficiency.
- Provide updates and special reports to the director upon request.
- Perform other duties as assigned.
Knowledge, Skills & Abilities
- Must be computer literate and have good verbal and written communications skills.
- Must possess a clear understanding of the challenges of outreach and engagement and a commitment to field-based work.
- Applicants should possess a positive attitude, good judgement and the ability to comfortably interact with diverse populations, be energetic and independent and have a strong desire to learn.
- Knowledge in hiring and training new staff, assigning staff projects and management of multiple projects. Experience supervising and coordinating homeless resources, crisis and other housing resources per contractual requirements.
- An appropriate candidate would have a clear understanding of the concepts of Housing First, Harm Reduction, Trauma Informed Care, Housing First, Motivational Interviewing and the Coordinated Entry System.
- Candidate should possess knowledge of best practice models for assisting homeless people with varying degrees of needs/conditions and have a strong understanding of contractual requirements/compliance and applicable performance measures.
- Willingness to work flexible hours as required.
- Bilingual (English/Spanish) strongly preferred.
Training & Experience
- Proven professional experience and educational background.
COVID-19 Vaccines
- Effective November 1, 2021, LAHSA will require proof of vaccination for all employees. This requirement is in response to the public health emergency and is intended to reduce the spread of COVID-19 among LAHSA employees, our stakeholders and those we serve – it will remain in effect for the duration of the public health emergency.
- Employees may apply for an exemption if they cannot be vaccinated due to complicating medical conditions or sincerely held religious beliefs. If the exemption is approved, then the employees will be subject to weekly COVID-19 testing.
Schedule
- The Executive Director or designee may change the schedule of positions between remote, hybrid and onsite, as necessary to accomplish LAHSA business.

Pay: $64,272.00 - $89,436.01 per year
