Job Title: Transportation Management Office (TMO) Manager
Department: Base Operations & Maintenance
Job Summary:
The TMO Manager will be responsible for the Logistics Transportation Management of internal requirements in support of the base operations. This position will need extensive experience in transportation management, including the shipment of hazardous materials and munitions, and will have a comprehensive understanding of USAF Base Supply Programs, Quality Control, Safety, Environmental, and Health Management in a Military Service Contract environment.
Supervisory Responsibilities:
Strategize, implement, and oversee processes for increased productivity and growth
Design daily operational programs that produce organizational objectives
Manage employee activities, providing suitable support resources
Establish and grow relationships with appropriate partners
Maintain a forecast and budget
Recruits, interviews, hires, and trains new staff
Oversees the daily workflow of the department
Provides constructive and timely performance evaluations
Handles discipline and termination of employees in accordance with company policy
Duties/Responsibilities:
Supervise, schedule, lead, and monitor the activities of all assigned personnel to ensure a safe and efficient service
Plan and supervise the shipments from production to the end-user
Manage the accountability and shipment of all cargo, including Munitions, Classified, Small Arms, Hazardous Material, and general cargo in accordance with established regulations and local procedural guidelines
Obtain and maintain qualification as a Hazardous Materials (HAZMAT) Preparer and have Integrated Computerized Deployment System (ICODES) training certification to prepare and signature certify all aircraft load-plans
Perform all Cargo Deployment Functions (CDF), Air Passenger Terminal (APT), and Cargo Reception Functions (CRF) including receiving cargo, in-checking cargo from deploying units, verifying cargo is properly prepared, marked, documented, manifesting and load-planning cargo to meet scheduled deployment and reception timeframes along with aircraft departure times
Process all cargo in computer operational systems including Cargo Movement Operation System (CMOS) and or Global Air Transportation Execution System (GATES) and provide In-Transit Visibility (ITV) requirements for transportation
Familiar with Government Service Contract Management, Cost-plus Budget, Cost Control Management, and Human Resources Programs
Direct and schedule personnel for daily operation assignments, monitor attendance, participate in hiring processes, and provide feedback regarding individual employee's performance
Knowledge of the Operation of Standard Air Force Information Systems related to the Transportation Management Office, Freight Traffic Services, Mission Requirements, and Warehousing Services
Physically respond within 30 minutes of telephone notification during normal duty hours and within one hour after normal duty hours including weekends and holidays
Coordinate with warehouse worker to ensure proper storage and distribution of assets
Ensure shipping documents are properly filed and research and suggest cost-effective shipping methods
Ensure compliance with company policies and shipping legislation and stay up to date with safety regulations
Provide input and assist with the development of OPLANS, Base Installation Deployment Plan (IDP), Base Support Plan (BSP) Part l and ll, and procedures for base units for mobility deployment
Required Skills/Abilities:
Proficient written and oral communication skills according to skill requirements
Possess strong computer skills, able to read, write, and comprehend written instructional documents
Ability to function well in a high-paced and, at times stressful environment
Ability to add, subtract, multiply, and divide into all units of measure, using whole numbers, common fractions, and decimals
Ability to compute rate, ratio, and percent and to draw and interpret bar graphs
Ability to calculate figures and amounts such as discounts, interest, commissions, proportions, percentages, area, circumference, and volume
Ability to apply concepts of introductory algebra and geometry
Proficient Microsoft Office productivity suite
Education and Experience:
High school diploma or equivalent
At least ten years of related experience required
Knowledge of the Operation of Standard Air Force Information Systems related to the Transportation Management Office, Freight Traffic Services, Mission Requirements, and Warehousing Services
Physical Requirements:
Prolonged period of standing, bending, reaching, and working with hands
Prolonged periods of sitting at a desk and working on a computer
Occasional periods of prolonged exposure to loud noises
Ability to lift up to 75 pounds at times
Ability to stand, walk, and reach with arms and hands as necessary
Ability to hear and see to position and safety requirement levels
Occasional exposure to elements such as heat, cold, noise, dust, dirt, and chemicals
Special Qualifications/Requirements:
Must be able to successfully pass, as required, a federal, state, or local government background investigation
Hazardous Cargo certified and be able to obtain and maintain qualifications as Hazardous Material Preparer
