Key Accountabilities:
  • Effectively manage all aspects of the PACE and CPS contract by achieving key contract metrics, such as described below:
    • On-time performance of 95% or better for pick-up within 20 minutes of scheduled time.
    • Maintaining acceptable productivity levels and managing contract specific liquidated damages.
    • Maintain call center performance requirements of 95% of calls answered within two minutes and talk time of 120 seconds or less.
  • Monitor and assure all appropriate reporting is completed, per contractual language, including:
    • On-the-road reporting monitoring plan is followed and reported to PACE and CPS.
    • All accident/incident reports are completed and mailed to PACE and CPS within 24 hours.
    • Conducting periodic departmental audits.
  • Manage and ensure SCR passes PACE and CPS audits. If audit issues arise, develop action plans to deal with issues.
  • Oversight of vehicle maintenance plan and ensures fleet availability to meet service requirements.
  • Daily, weekly, monthly review of all key operational metrics.
  • Assist with oversight of safety and training program to ensure compliance with company, contract and regulatory requirements.
  • Assist with strategic goals to identify and grow the business through the addition of school bus service contracts in the region, including:
    • Identifying and vetting new opportunities, along with supporting the bid submission process.
    • Upon award, creating and executing a recruiting, hiring, and training program to support contract start-up.
    • Developing operating best practices, consistent with regional efforts, to ensure a high level of contract performance through exceptional KPIs.
    • Ensuring fleet availability and adherence to contractual requirements.
    • Provide oversight of operations and ensuring department continuity on existing transportation service contracts, while ensuring a successful start-up.
  • Facility identification and preparation for new service operations.
Duties and Responsibilities include but not limited to:
  • Oversees dispatch performance to ensure productivity standards are achieved for all contracts.
  • Oversight on fleet to ensure maximum fleet availability for daily service delivery.
  • Coordinates with maintenance team to ensure PMIs, inspections, and any other contractual or regulatory requirements are being performed.
  • Monitors call center processes and performance to maintain and improve customer service quality standards.
  • Monitors the development and implementation of operating policies, procedures, performance measure and feedback system.
  • Monitors and evaluates driver retention, productivity and safety performance.
  • Assist with all training to ensure that all team members acquire the knowledge and skills required to perform the duties in a productive and safe manner.
  • Ensures proper staffing levels across contracts and work with HR to develop recruiting, hiring and training action plan.
  • Coaches and holds personnel accountable in accordance with company policies and procedures, up to and including termination.
  • Arbitrates disagreements between company personnel to ensure the highest degree of employee satisfaction and goodwill.
  • Develops practices, procedures and strategies that produce an efficient, effective and safe paratransit system in strict conformance with SCR policies and procedures.
  • Implements short and long-term goals and objectives
  • Ensures that records management policies are executed according to SCR and contractors’ requirements and policies.
  • Manages, develops, and oversees vehicle maintenance schedules.
  • Assists in the commercial development of new markets.
  • Reviews accident/incident reports and utilizes AI technology (i.e. Samsara/DriveCam) to improve safety performance
  • Attends contractor meetings and other special events, as needed.
  • Performs other duties and responsibilities as assigned.
