Water Operator III/Supervisor
Hourly: $30.37-$38.87
Salary Range: $63,169.60-$80,849.60 Annually

POSITION SUMMARY:
The City of McFarland is now accepting applications for the position of Water Supervisor in the Public Works Department. Under General direction, the incumbent plans, organizes, and supervises crew and participates in the installation, operation, maintenance, and repair of the City’s domestic water systems, including productions and distribution facilities and equipment. The incumbent prepares administrative and regulatory reports and leads field operations and performs other related duties as assigned.
ESSENTIAL JOB DUTIES & RESPONSIBILITIES:
· Organizes and prioritizes services request related to the maintenances and repair of water mains, fire hydrants, gate vales, check vales, water services lines, water meter, city-owned park drinking fountains, flow meters, motor control centers, pump control valves, flow control valves, pressure sustaining valves, pressure sustaining valves, booster/well pumps and motors, chlorination systems, SCADA and other facilities.
· Schedules, coordinates, trains, supervises, and evaluates the work of the water operations personnel engaged in water production, water quality maintenance, and distribution work.
· Plans daily and longer-term inspection, testing, and maintenance goals: reviews work needs, and establishes daily schedules.
· Estimates material, labor and time requirements for work projects and oversees contract jobs, orders materials and equipment.
· Initiates field inspections oversees the work of the crew to evaluate progress; analyzes and recommends improvements in work methods and operations.
· Communicates and executes workplace safety standards, including training, equipment uses, and work site inspection.
· Prepares and sends required backflow test forms to residents and business in the city, files and catalogues all returned backflow test forms sheets, notes failures, repairs or replacement of units for state reporting purposes.
· Plans and implements water meter reading schedule to ensure that all meters are read efficiently on a monthly basic.
· Participates in planning and execution of capital improvements projects, including planning, consulting, coordination and inspection with contractors, consultants and other parties working near water facilities and rights-of-way.
· Prepares monthly water sampling, production, and distribution reports as well as the Annual Water Quality Report; summarizes lab analysis report data.
· Investigates problems or complaints report by Water Operators, departmental representatives, officials, and the general public; administers and responds to inquiries and complaints related to water quality, water services disruptions, high usage readings, and construction and maintenance work.
· Responds to water distribution, production and water quality emergency calls as needed.
· Maintains and monitors well, reservoir and distribution system water quality and appurtenant equipment consistent with regulatory requirements.
MINIMUM QUALIFICATIONS:
Knowledge of- City of McFarland water distribution systems; Computer applications with remote machinery or facility operations; Mechanical procedures for activating or controlling a well, booster station, pressure reducing valve, reservoir, and storage tank operations; Methods and techniques used in the installation and repair of water mains and service connections; Confined Space Entry procedures, trench safety, hard hat and vest policies, and other safety issues inherent in the work.
Skilled in –The use and care of the tools and equipment used in the installation, maintenance, and repair of the water distribution system
Ability to- Work in a variety of weather conditions with exposure to the elements; Understand and follow written and oral instructions in the English language; Learn job-related material primarily through oral instruction and observation in an on-the-job training setting; Move heavy objects (50 pounds or more) long distances (more than 20 feet); Set up or remove barricades, traffic cones or similar objects; Dig up ground for ditches or holes using a pick, shovel, spade or other tools; Move debris, dirt or other material from one place to another using a shovel, rake or other tool; Clean equipment using appropriate materials; Travel across rough, uneven or rocky surfaces at excavation sites; Work in small, cramped spaces, such as ditches, to install or repair water mains, service connections, hydrants or valves; Bend or stoop repeatedly or continually over time to install or repair water mains, service connections, hydrants, and valves; Coordinate the movement of more than one limb simultaneously (Example: using a jack hammer to break pavement); Communicate orally with co-workers, customers of the public in face-to-face one-to-one settings; Observe or monitor objects to determine compliance with prescribed operating or safety standards; Measure distance using a tape measure or other measuring device; Work safely without presenting a direct threat to self or others
License & Certificate- Possession of T2 Water Treatment Operator and D3 Water Distribution Operator certificates issued by the California of Public Health are required at the time of appointment. Valid Class “C” California driver’s license and acceptable driving record is required. Employee must be available for on-call, stand-by, and emergency call service.
Physical Abilities and Work environment- The employee must be able to stand for lengthy periods of time in both indoors and a variety of outdoor physical and weather environments with exposure to extreme temperatures. Walk over uneven ground, climb stairs and ladders, work at heights, stoop, bend, kneel, work in confined places, and possess keen hearing and smell. Operate motorized vehicles and equipment. Exposure to a variety of hazardous gases, chemicals, and chemical compounds used in the course of work. Must possess the manual dexterity to use small hand tools, to use keyboard equipment, and be able to lift to 50 lbs.
EDUCATION AND/OR EXPERIENCE:
Any combination of experience and education that would be likely to provide the required knowledge, skills, and abilities could be qualifying, as determined by the City. A typical way to obtain the knowledge, skills, and abilities is:
Education: High school graduation or G.E.D. equivalent is required, preferably supplemented by 30 units of college courses in water quality, treatment, and distribution and certification in water production and distribution systems.
Experience: Five (5) years of responsible experience in water production and distribution systems is required, including three (3) or more years of experience in a lead or supervisory capacity.
Other – Bilingual fluency in English and Spanish is desirable
