The City of Hillsboro’s Water Department proudly serves high-quality drinking water to more than 91,000 customers in the City of Hillsboro and in rural Washington County and is a partner and the managing agency for the Joint Water Commission, which serves over 400,000 customers. We are excited to announce the recruitment for a new Water Program Coordinator position to support Hillsboro Water.
The Role
We are growing great things in the City of Hillsboro, including our Water Department.
The Water Program Coordinator is a new position within our Water Department’s Business and Administration Division that will provide significant support in coordinating the programs and projects for our Water Department, Joint Water Commission along with several other commissions that we are an integral part of. This is an integrated role that will advance several projects, including multimillion dollar capital projects, strategic plan initiatives, and grant applications. Since this opportunity is connected to many different projects and initiatives, you will have the opportunity to work in operations, treatment, and engineering with projects ranging in size and scope.

We value accessible community engagement and transparency. By helping with Joint Water Commission (JWC), Barney Reservoir Joint Ownership Commission (BRJOC) and Utilities Commission (UC) meetings, including publishing complete agenda packets, you will help the public to be informed on activities and to view and participate in these meetings. By helping prepare various documents for public meetings, you will help the City provide high quality public disclosures (ex: monthly Water Department financial updates.)

As the Water Program Coordinator, you will help with arranging community conversation meetings to discuss water rates and other concerns, including ensuring that presentations are translated in Spanish language and captioned in both English and Spanish language. By assisting the Department with several upcoming position recruitments, you will ensure that position announcements have been reviewed to allow for non-traditional qualifications when appropriate and that announcements are placed on job boards serving underrepresented communities.
If your interest is piqued, here is what it will take to successfully step into this role: Candidates that have exceptional report writing skills will be ahead of the game. Strong diplomacy skills and prior supervisory experience will serve the incumbent well as this role will supervise employees and be heavily involved in taking the lead on running several commissions, working with internal and external customers, and managing the administrative details of partner meetings. Those with strong MS Excel skills, including the ability to create, manipulate, and interpret pivot table charts will find an easier transition into this role.
About You
You are technical and analytical. This position requires a mastery of MS Excel to prepare budgets and complex spreadsheets. You will need advanced excel skills to prepare budgets, financial forecasts, rate forecasts, position tracking, and strategic plan tracking. You may even have some expertise in Tableau.
You are a skilled presenter. You will prepare written communications such as memos and slide decks for in-person and virtual conversations, City meetings, and public meetings. Additionally, you will present financial and analytical information to various groups including department staff, commissioners, members of the public, partner organizations.
You are flexible and thrive in variety. You will be working on ad hoc requests which is an important part of this job. Being able to pivot to a new task with a short deadline while juggling other projects will be key to success. While there will be some work that is repetitive, this job will be more about taking on amorphous, loosely defined requests for research and analysis.

Acceptable Experience and Training
Bachelor's degree in Business, Accounting, Marketing, or Management, or a closely related field AND five (5) years of related experience WITH three (3) years of supervisory experience; OR
An equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above.
Additional Information
Bilingual (Spanish) incentive pay available
Employees who can demonstrate the ability to speak Spanish, or any language spoken by over ten percent (10%) of City residents as documented by the most recent U.S. Census, at a proficiency level determined by a fluency test administered by the City, will receive a monthly premium of three percent (3%) of their regular base pay.

Effective 12/01/2020, the employee contribution is $135.00 per month for full family medical and dental coverage.
