WORKFORCE INNOVATION AND OPPORTUNITY ACT (WIOA)

YOUTH PROGRAM SPECIALIST

General Statement of Duties

Performs general intake and eligibility tasks, provides assessment, counseling and guidance in coordinating, referring and conducting project activities for youth to participate in the Workforce Innovation and Opportunity Act (WIOA) year-round comprehensive youth program for the Workforce Development Division.

Distinguishing Features of the Class

An employee in this class is responsible for coordinating and conducting activities in the operation of the WIOA year-round youth program. Work involves recruitment, screening, assessing, developing individual service strategy plans, and assisting participants in accessing appropriate project activities designed to promote interest and success in school, the workplace and/or post-secondary education. Work involves developing close working relationships with service providers, business and industry in addition to ongoing counseling and follow-up services for program participants. Additionally, employee will be available to business and industry representatives to assist in resolving problems, providing feedback and in preparing reports, forms and records. Work is performed independently with the authority to exercise some discretion and judgment in evaluating and matching participants’ needs, objectives and goals with appropriate youth program activities so as to maximize success. Employees in this class will be required to work very closely with participants, worksite supervisors, school and university counselors and staff, and other community organizations. Work is performed under the supervision of the Workforce Development Administrator and is evaluated through observation, discussion and reports.

Illustrative Examples of Work

  • · Responsible for recruiting, screening, counseling and working with participants to
  • secure appropriate educational, training, employment and/or leadership
  • opportunities.
  • · Develops close working relationship with community agency personnel to
  • include school and university counselors and staff, human service agency
  • representatives and employers to identify, assess and develop networks of
  • mutual cooperation to assist in the development of youth program participants.
  • · Evaluates previous assessment and performs additional applicant assessment
  • when necessary (e.g., reading, math, pre-employment work maturity skills,
  • interest).
  • · In conjunction with participant, employee will develop an Individual Services
  • Strategy Plan (ISSP) to establish specific goals and objectives and assists participant in
  • accessing appropriate youth activities to assist in achieving established goals.
  • · Coordinates activities of participants during their period of work experience
  • and/or educational experience.
  • · When appropriate, arranges plant tours and provides labor market information
  • and career guidance information.
  • · Coaches participants on importance of developing appropriate study, citizenship,
  • leadership and work habits and assists in developing (as part of the ISSP) suitable
  • opportunities for individuals to learn and demonstrate these skills.
  • · Visits work or training sites regularly and confers with appropriate staff to insure
  • satisfactory attendance and progress and to assist in addressing existing or potential problems and/or conflicts.
  • · Assists with coordinating special youth workshops/special activities
  • · As appropriate, employee will pick up attendance records, timesheets, etc. and will
  • reconcile entries prior to submission.
  • · Performs related duties as assigned.

Knowledge, Skills and Abilities

  • · In depth understanding of community support resources and agencies.
  • · Knowledge of work concepts and methodology for the Workforce Innovation and Opportunity Act or similarly related programs.
  • · General knowledge of work concepts and methodology of federal grant program.
  • · Demonstrated knowledge of accepted interviewing, counseling and employment techniques.
  • · Ability to understand, apply and explain rules and regulations which govern the WIOA program and services.
  • · Knowledge of computer application/information systems and office machine operation.
  • · Ability to communicate effectively, both orally and in writing.
  • · Knowledge of office practices and procedures.
  • · Ability to establish and maintain effective working relationships with applicants, employers,
  • training institutions, public agencies, the general public, federal, state, and local agencies, and other partners
  • · Ability to analyze and interpret data.
  • · Ability to organize, plan, and coordinate youth training sessions.
  • · Ability to elicit, record, and evaluate information and prepare routine reports.
  • · Must possess a valid driver’s license issued by the State Department of Motor Vehicles.

Physical Requirements

  • · Position should possess the ability to perform fingering, grasping, talking, hearing, and repetitive motion.
  • · Position should possess the ability to perform light work exerting up to 20 pounds of force occasionally and/or 10 pounds of force frequently.
  • · Position should possess the close visual acuity to prepare and analyze data; view a computer terminal and excessive reading.

Education and Experience

Bachelor’s Degree from an accredited college or university in Social Work, Human Resources, or closely related field; or Associate’s degree in Human Services Technology, Business Administration and two years successful experience in youth programs, case management or employment and training programs. Must be able to pass a background check, possess a valid driver’s license and reliable transportation.

Youth Program Specialist (Full-time)

The Lumber River Council of Governments, a regional planning and service agency serving Bladen, Hoke, Richmond, Robeson and Scotland counties, is seeking a Workforce Innovation and Opportunity Act (WIOA) Youth Program Specialist. The program specialist will perform general intake and eligibility tasks, provide assessments and career guidance in coordinating, referring and conducting project activities for youth to participate in the WIOA year-round comprehensive youth program for the Workforce Development Division in Robeson County.

The position is full time time-limited and will end no later than June 30, 2024. The position requires a Bachelor’s Degree from an accredited college or university in Social Work, Human Resources, or closely related field; or Associate’s degree in Human Services Technology, Business Administration and two years successful experience in youth programs, case management or employment and training programs. Must be able to pass a background check, possess a valid driver’s license and reliable transportation.
