The Capital and Asset Management Program (CAMP) mission is to serve the Department by delivering technical and professional engineering, construction, and maintenance services to sustain facilities, infrastructure, and ecosystems under the Department’s care. Performance of the job duties and responsibilities result in assisting the customer programs in their efforts to accomplish the Department’s goals.
We are seeking a professional with expert knowledge of business and professional services, practices and trends, sources of supply and cost factors, contract terminology and development to provide public works and architecture and engineering contract administration duties for the Department’s capital budget program.

This is an opportunity to work with project managers and engineers on Novatus entries to track project status and for contract approval.
In this dynamic role, you will coordinate requirements and procedures with the Office of the Attorney General, The Department of Revenue, The Department of Labor and Industries, the Department of Enterprise Services, and the Department of Employment Security.
We are seeking a candidate, with knowledge of business and professional services, practices and trends, sources of supply and cost factors, contract terminology and development.

Our Assistant Contract Administrator,
Acts as assistant contract administrator working with project staff in securing public works contract services, and professional engineering consultant services:- Reviews requests for the procurement of construction, architectural and engineering services, and other procurements as assigned.
- Analyzes the requirement and determines procurement method; reviews sole source justifications and prepares documentation; determines applicability of public work requirements including, but not limited to prevailing wage and bonding requirements; and assists with alternative public works contracting methods in compliance with State Law.
- Collaborates with project managers to define procurement requirements including proposed procurement schedule, scope of work/specifications, evaluation criteria, pricing schedule, budgeted contract amount, type of procurement process, subcontracting opportunities and requirements, term of contract, drawings and reference documents, and selection of evaluation committee members.
- Coordinates with project managers to complete and issue solicitation documents; schedules and other contract requirements; ensures proper contractual guidelines, policies and procedures are followed in the procurement process.
- Researches, prepares, and issues solicitation and contract documents in accordance with Agency policies and procedures, federal and state laws, and contracting regulations incorporating provisions such as cost accounting standards, and in compliance with socioeconomic programs such as DBE and small business, sustainability.
- Organizes, coordinates, and performs the bid opening process and the proposal evaluation process to select firms in the competitive range.
- Administers assigned contracts in accordance with contractual terms and conditions.
- Reviews and processes invoices for payment consistent with contractual requirements and Agency's policies and procedures; and negotiates, reviews and processes change orders/contract modifications consistent with contractual requirements, Agency's policies and procedures, and applicable federal requirements.
- Work Setting, including hazards:
- Duties are performed in an office setting with an opportunity for teleworking. This position requires extensive computer use[HD1] .
- Schedule:
- Typically 7:00 a.m. to 5:00 p.m. Monday - Friday.
- A varied schedule may be required including working Saturday or Sunday, and overtime.
- Telework opportunity may be considered.
- Travel Requirements:
- Some travel may be required throughout the State to attend training, meetings, conferences, and project site visits.
- Tools and Equipment:
- Computer hardware, software, and mobile phone.
- Customer Interactions:
- Customer service is integral to the success of this position and the department.
REQUIRED QUALIFICATIONS:
- Three (3) year of contracting experience in pre/post-award public works/construction, and engineering consultant activities.
- Working with representatives of business, the professions, and institutions, to agree on terms of contracts.
- Assuring compliance with terms of contracts, agreement, etc., and obtaining timely delivery of goods or services at the most reasonable prices.
- Representing an agency/organization in coordination and negotiation with other agencies/organization and private industry; recognize desirable contract terms and provisions.
- Identifying areas and incidents of non-compliance with existing contracts.
- Communicating effectively orally and in writing.
PREFERRED QUALIFICATIONS:
- A Bachelor's or Master’s degree involving major study in business administration, public administration, business law, commerce, mathematics, statistics, economics, or closely allied field.
- Three (3) years of experience in negotiating, administering, or terminating government public works contracts, contract property management, contract cost or price analyses or contract compliance administration.
Experience using:
- Microsoft Office Suite Products
- Novatus Contract Management System
- Washington Electronic Business Solutions (WEBS).
