ASSISTANT DIRECTOR OF PUBLIC WORKS

DEFINITION
To assist the Public Works Director in planning, directing, and administering the activities of the divisions within the Public Works Department; and to directly supervise the activities of assigned divisions.

SUPERVISION RECEIVED AND EXERCISED
Receives general direction from Public Works Director.
Exercises direct and indirect supervision over professional, technical, maintenance and clerical positions.

ESSENTIAL JOB FUNCTIONS
Duties may include, but are not limited to, the following:
  • Participate in planning, administering, and implementing a comprehensive Public Works program; coordinate activities with other City Departments.
  • Assist and advise the Director of Public Works on the development and implementation of goals, objectives, policies, and procedures.
  • Provide direction and advice to Division heads and subordinate supervisors.
  • Oversee the personnel management, purchasing, and budget administration of the assigned divisions.
  • Monitor contracts involving Public Works construction projects.
  • Oversee activities of the municipal airport and administer fixed base operator contract; coordinate FAA grant programs and airport construction contractor.
  • Perform technical work in the planning, designing, and reviewing of various traffic related projects.
  • Attend a variety of meetings involving Public Works related issues and matters.
  • Respond to public inquiries and complaints in an effective and tactful manner.
  • Serve as Acting Director when assigned.
  • Prepare a variety of Departmental reports and correspondences.
  • Direct, train, and evaluate subordinate personnel.
  • Perform related duties as assigned.

PHYSICAL REQUIREMENTS
For indefinite periods of time - working indoors; moving about an office; sitting; reading; decision making; speaking; interfacing with the public; seeing; clarity of hearing; writing (by hand); communicating clearly and effectively, in person and by telephone; fine finger manipulation; operating a motor vehicle through city traffic, data entry on a personal computer.

QUALIFICATIONS
Knowledge of:
  • Principles and practices of Public Works administration.
  • Principles of organization, administration, purchasing, budget and personnel management.
  • Technical applications of traffic engineering and street and road design.
  • Survey and construction methods and equipment.
  • Municipal Codes, Ordinances, and Regulations regarding Public Works facilities and systems.
  • Techniques and materials used in Public Works engineering, maintenance and construction.

Ability to:
  • Assist in organizing, directing, planning and supervising technical and maintenance functions of a municipal Public Works Department.
  • Communicate clearly and concisely, both orally and in writing.
  • Respond to citizen inquiries and complaints, effectively, concisely and tactfully.
  • Prepare and administer a Department budget.
  • Deal fairly and effectively with personnel matters.
  • Analyze situations and adopt an effective course of action.
  • Function at high level in a computerized environment.

TRAINING AND EXPERIENCE
Eight years of increasingly responsible supervisory and administrative experience in Public Works or Utilities and/or possession of degree from an accredited university with major course work in business administration, public administration, civil engineering or related field, or comparable combination of education and experience.

LICENSES AND CERTIFICATES
Possession of a valid Texas Drivers License.
