Salary

Salary Range:Up to $102,000/Annualized, commensurate with education, experience and qualifications.

Hours per Week

Exempt Position: 40 hours per week.

Essential Functions

Function:

Lead and execute SBDC program operations, to include policy development, database activity, communications, advisory board and strategic planning activity, field, and specialty SBDC compliance, certification programs, and special events of the Texas South, Central, and West SBDC Network per the SBDC Cooperative agreement with the U.S. Small Business administration (SBA) and per the requirements of the State of Texas.

Scope:

Responsible for 10 Field Center and 3 Specialty Centers providing client services in a 79-county region across South-West Texas. This is a grant funded position.

Duties:

Programmatic Leadership:
  • Develop, maintain, improve, and enforce SBDC Network Master Operating Procedures and Standard Operating Procedures.
  • Conduct annual on-site programmatic reviews, biannual SBA onsite programmatic reviews, and SBDC site visits as needed.
  • Ensure program compliance, including accreditation self-study and reaccreditation process.
  • Facilitate Business Advisor, Training and Administration Professional Certification programs.
  • Oversight of operations support staff (MIS administration, survey activity, and reporting to funding sources)
  • Coordinate activity with executive leadership and financial operations.

Stakeholder Relations:
  • Communicate and collaborate with SBA at district and headquarter levels.
  • Develop and negotiate funding proposals.
  • Responsible for graphic annual report and other network publications, brand compliance
  • Interact productively SBDC host institutions, other UTSA departments/programs, elected officials and their staff, and other valued stakeholders.
  • Publish monthly, electronic network newsletter and other network communications as needed.

Strategic planning and Values Based Leadership:
  • Integration of strategic vision, support activities in daily operations
  • Maintain and enhance Values-Based Leadership culture, including peer collaboration and sharing of best practices.
  • Initiate and/or support special projects and events planning.
  • Perform additional duties as assigned.
  • Travel in-state 15-20 trips per year, out-of-state 1-2 trips per year.
  • Some evening and weekend work may be required.



Required Qualifications
  • Bachelor's Degree from an accredited institution in Business Administration, Public Administration or Communication.
  • Excellent written and verbal communication skills.
  • Strong listening and negotiation skills.
  • Ability to establish and maintain effective working relationships with co-workers, funding agencies and the public.
  • Minimum of five years professional/management level experience in any combination of the following: advising or training of small businesses in management or technical skills, staff member within a business development organization, manager, or proprietor of a business.
  • Working knowledge of client management systems, personal computers, advanced knowledge of Microsoft Office software suite and standard office equipment.



Preferred Qualifications
  • Master of Business Administration, Organizational Leadership, Communications, or Public Administration from an accredited institution. Appropriate combination of experience and education may be considered toward meeting the minimum requirements.
  • Bilingual in Spanish.
  • SBDC, SBA, or other public-sector, grant supported, program administration experience.
  • Experience with database/MIS reporting systems (Neoserra or equivalent).



Working Conditions

This position will be primarily located: UTSA Downtown Campus

Hybrid-Regularly: This position will require working both remotely and on campus (approximately five or more days on campus per month). Travel and parking expenses are the employee's responsibility. Applicants must be adaptable and open to working in both environments.
