The position supports the Air Force Program Executive Officer for Fighters & Bombers (AFPEO/WWD) at Tinker AFB, OK.
- Provide major weapon system program and project assistance and timely and accurate management advice and assistance to facilitate aircraft modernization and sustainment program implementation including but not limited to program/project integration for the B-2 Sustainment Review, General Officer Steering Group, Internal Program Review, Program Status Review, POM, Sustainment Roadmap, Sustainment Dashboard, Sustainment Battle Rhythm, facilitating/assisting with the life cycle integration teams, facilitating B-2 Weapon Systems Support Center (WSSC) facility visits/tours, and Consolidated Support Activity Group project support. Assist in performing project planning, project monitoring and control, supplier management, integrated project management, risk management, root cause analysis, and process improvement.
- Assist in the preparation of timely and accurately cost estimates for all phases of acquisition and sustainment of B-2 procurement programs.
- Apply knowledge and experience with documents and concepts to include the Defense Acquisition Management Framework, types of funding, Product Support Elements (PSE) and implementation guidance in accordance with AFI 63-101, DoDI 5000.02 Operations of Defense Acquisition Systems Enclosures 1 – 12 and other applicable guidance.
- Compile, consolidate, interpret, and summarize budgetary data for preparation of supportive documentation and budget estimates for POM preparations.
- Support weapon system acquisition, life cycle management, planning and program management, problem solving, weapon systems supply chain management, sustainment support and project services.
- Assist in managing and organizing resources and personnel needed to efficiently and effectively meet the objectives of each task, as well as exploring new approaches as applicable within the performance of these tasks.
- Support the acquisition program management of full life cycle requirements for systems, subsystems, and equipment.
- Assist with the development of documentation including but not limited to MOAs/MOUs, SOOs, PWSs, SOWs, RFPs, UONs, ICDs, CDDs, CPDs, Service/Air Force Core Function Master Plan (CFMPs), AOAs, sustainment metrics, technical reviews, and life cycle cost, modeling, and simulation. Assist in the coordination of documentation between functional resources to include the following: financial, management, procurement, systems/software engineering, testing, and logistics, and assist with the consolidation of their inputs into common documents.
- Support the review of weapon system contractor proposals as assigned by the Government. Perform, as required, a non-voting, advisory role for weapon system contractor source selections on all acquisition related requirements.
- Provide assistance in risk management, project management, process improvement support, and logistics support.
- Assist in the collection of programmatic inputs from weapons systems program offices for defining, developing, and managing the acquisition and development/ upgrades to the various B-2 Division aircraft configurations.
- Assist in producing or reviewing products for program office use that include BCAs, trade-off studies, estimates for program office acquisition and logistics requirements, written requirements documents for planned acquisitions, and acquisition strategies and plans. Support the program office during MSA, TMRR, EMD, Production and Deployment, and O&S phases, to include all milestone activities.
- Assist in performing materiel solution analyses leading up to design and milestone reviews. Produce or support development of draft documentation and presentation materials as requested or necessitated by programmatic limits based on cost, schedule, and performance.
- Support the development of acquisition and contract strategies, WBSs and the completion of a program risk assessment to document issues impinging on milestone execution. Provide support to develop market survey requirements, the life cycle sustainment plan and life cycle cost estimates. Support the development of executive briefings, as well as schedule and coordinate through appropriate Air Force and Government stakeholders.
- Assist in performing analyses to support program strategy decisions and courses of action. Assist in providing a program assessment for integration of documentation to ensure consistency with program strategy and consistency across all milestone documentation. Assist in providing inputs, drafting, coordinating (with the appropriate internal and external government agencies), adjudicating comments, and producing final versions of coordinated milestone documents and
- assessments. Develop and collect technical data and inputs for staff summary packages to support coordination and signature of all associated documents for milestone approval.
- Support the development, review, and approval process for requirements document development and the JCIDS process and staffing. Assist in translating user requirements documents such as the Service/Air Force CFMP risks, UON, ICD, CDD, CPD, and CONOPS into RFP documentation for the B-2 Division. Provide programmatic support to process and complete Modification Proposal AF Form 1067 activities. Effort includes supporting the development of technical solutions, risks, schedules, and estimated cost to satisfy the requirements in the AF/A5R Requirements Guide Book process.
- Support key acquisition events and reviews as needed, such as: Materiel Development Decision, Milestones A/B/C, SRRs, PDRs, CDRs, TRRs, TCMs, FCAs, PCAs, PRRs, and others as applicable.
- Support Division processes including but not limited to: MARs, DAES, SARs, and the SOCCER.
- Provide technical support for integrated program reviews and conferences, including, but not limited to, the following: executive, readiness, technical, budget, design, weapon system, requirement working groups, supportability, and management reviews.
- Assist in planning, organizing, and managing critical aspects of the development, production, and/or deployment of capabilities, including system of systems and families of systems, systems, subsystems, and equipment.
- Support B-2 programs by collecting, compiling, analyzing, investigating, researching, and/or applying logistics, maintenance, acquisition, or financial data and information.
- Participate in PPBE activities. Review, evaluate, and provide recommendations on program budgets to include preparing documentation and briefing charts for the Program Objective Memorandum (POM) and the Air Force Centralized Asset Management (CAM) processes. Identify and recommend solutions regarding candidate opportunities to reduce weapons system Air Force Total Ownership Costs (AFTOC).
- Assist in program management support of the F-118-100 General Electric (GE) engine functions to include direct support of the B-2 Mechanical LCIT PM Lead and maintaining close contact and coordinating with B-2 Logistics Supply Support representatives, Engineering, Equipment Specialists, Northrop Grumman B-2 Integration Programmed Depot Maintenance (PDM) and Contractor Depot Maintenance, 509 BW/JEIM, AFGSC, AFRL, and other support personnel on all defined F-118-100 GE engine system issues directly related to mission support of the 509 BW. F-118-100 GE Engine support activities include but are not limited to writing reports and point papers, developing and conducting briefings, conducting daily, monthly, and quarterly reviews, and research/analysis directly related to the F-118-100 General Electric engine support systems.
- Advanced Degree (Master of Arts (MA)/Master of Science (MS)) and twelve (12) years of experience in the respective technical/professional discipline being performed, five (5) years of which must be in the DoD; OR, BA/BS degree, and fifteen (15) years of experience in the respective technical/professional discipline being performed, five of which must be in the DoD; OR, twenty (20) years of directly related experience with proper certifications as described in the Functionally Aligned Job Descriptions, eight of which must be in the DoD.
