Position Summary & Responsibilities
Position Summary:
This position serves as a consultant to all substance use disorder prevention, suicide prevention, and mental health promotion efforts. The incumbent is responsible for providing programmatic and fiscal oversight to agreements, training, and technical assistance for all programs, monitoring programs, ensuring compliance, and making reports to the prevention program manager. In addition, this position works with other team members to provide program development activities including grant writing, reporting, training and technical assistance. This position also supports the work of all discretionary prevention grants and contributes to functions of the SAPT Block Grant prevention set-aside.
Job Responsibilities may include but are not limited to the following:
Program Compliance and Improvement
Compile and prepare agreements for the KDADS concurrence process. Track and aid the approval process of agreements. Compile, review and provide feedback for all prevention grant and contract budgets, budget revisions and monthly fiscal invoices. Monitor monthly finance reports for agreements and provide feedback for fiscal planning to the Prevention Program Manager. Monitor grantee and contractor programmatic reporting, and compile and distribute reports. Works in cooperation with the Prevention Program Manager to ensure that all prevention activities carried out by contractors, grantees, and vendors is in compliance with agency policies as well as state and federal laws and prepares STOP Act reports. Assist in monitoring and providing oversight to discretionary prevention grants and contracts.
Program Coordination and Development
Work with the Prevention Program Manager and other staff to establish operating procedures, objectives, and goals for prevention programs. Respond to requests for technical assistance and other inquiries from contractors and coalitions. Review and approve provider grantee work plans. Review and ensure monthly progress toward deliverables. Write reports and application narratives as assigned. Support special projects, committees, and workgroups as assigned including but not limited to the PreventionWorKS steering committee,the Prevention conference planning committee, and the EB Workgroup.
Tobacco Prevention and Control
Serves as the statewide Synar Coordinator and collaborates with the KS Department of Revenue Taxation Division to confirm that KS is compliant regarding the sale of tobacco products to minors in accordance with the federal Synar law. Provide administrative and fiscal oversight to all agreements and work under the Synar initiative. Ensure the Synar report is submitted via the SAMHSA web application and in correct format. Coordinate and help facilitate the Synar Advisory Group meetings at least twice a year.
Additional Responsibilities
Completes special projects and performs other duties as assigned including but not limited to ensuring the agency is adequately staffed during and immediately following natural and/or manmade disasters, infectious disease outbreaks, and/or acts of terrorism. Assists other employees in the work unit in accomplishing assignments as necessary.
Qualifications
Minimum Qualifications:
- One year of experience in planning, implementing, and monitoring activities relevant to the agency’s programs. Education may be substituted for experience as determined relevant by the agency.
- Travel
Preferred Qualifications:
- Bachelor’s Degree in behavioral or social services, human services, education, public administration, or finance or any combination of experience and education equivalent to three years of experience related to human/social services.
- Knowledge and/or training of evidence-based prevention methods
