Job Purpose:
The Budget/Cash & Financial Analyst is responsible for assisting the Chief Financial Officer in the formulation of the organizational annual budget and for performing various financial analyses for the organization. Responsible for monitoring and analyzing the organization’s 340B pharmacy program. Performs other analyses as requested by senior management.

Required Education:
Position requires a bachelor’s degree in business administration, finance, health administration or related field. A master’s degree in a similar field is preferred. A minimum of five years of similar work experience is required.

2. Organizational Annual Budget Development
- Develop budget calendar to ensure budget can be finalized in a timely manner.
- Develop budget guidelines regarding staffing, revenues and expenses based on information provided by CEO, COO, CMO and CFO.
- Provide historical financial data to Departmental Directors and assist them in formulating their departmental budgets.
- Assist the Chief Financial Officer in the development of the annual organizational budget.
- Prepare consolidated budget for final approval by CEO, COO and CFO.
- Import final approved budget into the accounting system for financial reporting.
- Responsible for formulating revised budgets at the request of Senior Management.
- Develop pro-forma budgets for new business interests.
3. Budget Analysis
- Prepare summary monthly and year-to-date actual versus budget reports for presentation to the Finance Committee and Board of Directors.
- Prepare detailed monthly and year-to-date actual versus budget report by department and/or grant for presentation to Senior Management team and the appropriate Departmental Director.
- Notify Controller/Senior Accountant when errors in coding of actual expenses are found.
4. Financial Analyses
- Perform various financial analyses at the request of the CEO, COO or CFO.
- With approval from CFO, perform various financial analyses at the request of Departmental Directors.
- Perform other analyses based on financial results of the organization or the results of monthly budget analyses.
5. Cash Management Activities
- Daily monitoring of cash balances in all bank accounts.
- In conjunction with Controller, ensure that all bank reconciliations are completed and reviewed in a timely manner.
- Develop organizational cash flow projections based on all sources and uses of funds.
6. 340B Pharmacy Program Analyses
- Responsible for monitoring all aspects of the 340B Pharmacy program to ensure compliance with all laws and regulations.
- Review data from contract pharmacies to verify information is accurate and complete.
- Audit patients receiving prescriptions under the program to ensure they are eligible as patients receiving care at Open Health Care Clinic.
- Audit 340B drug prices charged by contract pharmacies and compare to federally listed prices from Office of Pharmacy Affairs.
- Other 340B Pharmacy Program analyses as requested by management.
7. Other Analyses
- Perform other analyses as requested by senior management. Examples of these include cashflow management and projections, fixed asset monitoring, and other operational issues.
Required Education:
