The Business Analyst Advisor will be a critical member of Cigna's Individual and Family Plan Risk Operations Team . This role will drive improvements across Cigna's participation and compliance with the Centers for Medicare and Medicaid Risk Adjustment Programs. The Business Analyst Advisor is a hands-on data role that will be relied upon to use data to answer business critical questions surrounding Cigna's current and future participation in the government business space. In addition to leading revenue creating operations, the Business Analyst Advisor will be expected to connect the dots and apply knowledge to future strategic discussions, both for the current and future risk initiatives and in other business units within Cigna as well. Some of the risk operation related initiatives impact Cigna's customers directly, and the Business Analyst Advisor will be expected to put the customer “first” in these situations – keeping a strong customer focus at all times while improving Cigna's position in the marketplace.This individual will be specifically responsible for:
Determining needs and facilitating requirements gathering with business stakeholders to convert business problems into results
Driving end-to-end design, proto-typing/development & deployment of processes, reporting solutions, dashboards, and analytics
Full technical accountability for the Risk operational platforms including new development, releases, and support
Development of key control reporting processes and metrics to ensure data quality and mitigate emerging risks
Development of performance metric reports (KPI) used to monitor, communicate and positively influence areas of opportunity
Collaborating with matrix partners across Business, Operations and IT to ensure priorities are aligned and goals are achieved
Fairly and accurately assessing process issues and risks
Ensuring a strong “customer centricity” focus throughout the development lifecycle
Assuring consistency of operations and compliance with all applicable regulatory policies and standards
Continually improving process quality and efficiencies
Serving as an Agile Product Owner to existing and new IT solutions as needed
Lead end-to-end design, development & deployment of EDGE processes, reporting solutions and analytics
Creation and oversight of key control reporting processes and metrics to ensure data quality and mitigate emerging risks
Oversight of performance metric reports used to monitor, communicate and positively influence areas of opportunity
Collaborating with matrix partners across Business, Operations and IT to ensure priorities are aligned and goals are achieved
Compliance with all applicable regulatory policies and standards
Creating and/or updating policies, procedures and practices to ensure compliance across all processes
Continually improving process quality and efficiencies
QUALIFICATIONS :
5+ years informatics & health care industry experience
Experience with CMS EDGE submissions and associated data integrity issues, rejections and remediation/resubmission of records is preferred
Experience in a complex healthcare delivery environment, including operations, financial management, quality management, risk management, informatics and business development
Experience working in a large highly matrixed organization, with proven ability to develop strong internal enterprise relations
Excellent communication skills
Ability to make sound business decisions by analyzing data and key metrics
Strong proficiency in database architecture, design and development
Strong proficiency with data mining tools including SQL, SAS, SAS Data Integration Studios, Oracle or similar software
EDUCATION:
Bachelors in Data Science, Informatics, Public Health, Management Information Systems or related field

For this position, we anticipate offering an annual salary of 94,300 - 157,100 USD / yearly, depending on relevant factors, including experience and geographic location.
This role is also anticipated to be eligible to participate in an annual bonus plan.
