Position Description

Title: Business Operations Manager

Major Function: The Business Operations Manager provides support to the Tampa-Hillsborough County Expressway Authority (THEA) in the management and oversight of administrative activities of the Authority’s Tolling Technology and Customer Experience Department (Department). These activities include contract management, budget and cost control management, organization of the Department’s policies, procedures, and other governing documentation, and other business functions. This position reports to the Authority’s Toll Operations Manager and provides overall support to Department staff responsible for the collection of Authority toll revenue and the operations of the All-Electronic toll collection system and associated customer service programs.

Duties and Responsibilities:

  • The Department relies heavily on specialty contracts to provide, operate, and maintain the Authority’s toll collection systems, revenue collection activities, and customer service activities. The Department also relies on various consultants and various professionals to augment internal staff. The Business Operations Manager will be responsible for the organization and management of these contracts and associated task orders, change orders, etc. This work will require coordination with the Authority’s Finance Department, Procurement Department, and Legal Counsel.
  • The Business Operations Manager will assist the Department with the management of hardware and software licenses. This work will require coordination with Department staff.
  • The Business Operations Manager will be responsible for assisting the Toll Operations Manager with the development and management of the Department’s capital and operations and maintenance budgets. This work will require coordination with the Authority’s Finance Department.
  • The Business Operations Manager will be responsible for the maintaining of key financial metrics of the Department including the overall cost to collect revenue, costs associated with the Authority’s interoperable partners (SunPass, E-Pass, E-ZPass, etc), etc.
  • The Department relies on documentation to conduct business functions, including Business Policies, Business Rules, Policies, Procedures, etc. The Business Operations Manager will be responsible for the creation and maintaining of this documentation.
  • The Business Operations Manager will assist various Department staff members with regular contract compliance activities. This work includes letter documentation and correspondence with Department vendors and consultants, the reporting of contractual key performance indicators and overall contract management activities.
  • The Business Operations Manager assists with the Department data and analytics activities. This work includes analyzing toll-transactions data to create and maintain detailed traffic and revenue reports, diagrams, and flow charts, which will be used to determine if THEA's toll-systems are performing according to established projections. This work will require coordination with the Department’s Toll Systems Manager and the Authority’s Communications Department, Finance Department, and Executive Director.
  • The Business Operations Manager may be asked to lead the execution of toll-operation special projects to improve the performance, efficiency, and effectiveness of THEA toll systems, including management control, plans of service, methods analyses and other aspects of operational audits.
  • The Business Operations Manager will continuously evaluate and identify opportunities to drive process improvements that positively impact the Department and the customer experience.
  • The Business Operations Manager will manage the Department’s records in accordance with the state of Florida’s guidelines.
  • Performs other duties as required.

Knowledge, Skills and Abilities

  • Knowledge of operations management which includes planning, directing, coordinating, and controlling work.
  • Knowledge of utilizing external consultants, contractors, and vendors.
  • Knowledge of basic fiscal management practices and management of a budget.
  • Knowledge of business analytics.
  • Knowledge of organizational methods and procedures relating to the effective administration of the Department.
  • Skill in consultant, contractor, and vendor management.
  • Skill in writing and developing written reports, procedures, guidelines, and documentation.
  • Skill in demonstrating the ability to use Microsoft Office software, including skills at utilizing Microsoft Word and Excel.
  • Skill in presenting information and ideas in a clear, logical and organized manner.
  • Ability to plan, organize, prioritize, and coordinate work.
  • Ability to communicate effectively, both orally and in writing.
  • Ability to collect, organize and evaluate data and develop logical conclusions.
  • Ability to work effectively with others, establishing and maintaining effective working relationships with others.
  • Ability to follow oral and written instructions and established procedures.
  • Ability to maintain files and records and prepare reports and correspondence.
  • Ability to work in an office environment.
  • Ability to work in a sedentary position.
  • Ability to travel for work occasionally.
  • Ability to schedule meetings and manage calendars.

Minimum Qualifications and Experience:

Graduation from an accredited four-year degree granting college or university, and one year of business operations related experience in a professional environment.

Or

Graduation from high school or possession of a GED certificate, and five years of business operations related experience in a professional environment.

The preferred candidates will have one year of experience working in the tolling industry in a professional environment.

Pay range is $59,882-$100,036 with the starting salary expectation for the successful candidate at $72,000 annually.
