The Southeastern Pennsylvania Transportation Authority (SEPTA) is the sixth largest transportation system in the United States, with a vast network of fixed route services including bus, subway/elevated, trackless trolley, light rail, and commuter rail serving a 2,200 square mile service region.
We are currently seeking a Capital Project Cost Estimator (5103) in the Strategic Initiatives.
SEPTA currently requires all new employees to be fully vaccinated and provide proof of vaccination at their pre-employment medical appointment.

Salary Range: Min: $65,988.00 - Mid: $82,472.00 - Max: $98,956.00
- Note: Starting salary not to exceed midpoint.
OVERALL DESCRIPTION
To perform cost estimating and related duties for SEPTA’s Capital Program, which include, but are not limited to, estimating costs for construction projects, reviewing design estimates, monitoring estimated and actual costs, and creating and maintaining a cost database. Prepares cost estimate reports for management, supports Project Managers for design and construction estimates, and reviews costs for change orders and claims. Minimize Authority exposure and risk associated with cost overruns, particularly as related to full funded agreements.
SPECIFIC RESPONSIBILITIES
- Construction Cost Estimating
- Estimates constructions costs for all phases of the Capital Program, including grant. applications, preliminary and final designs, and construction contracts.
- Performs quantity take-offs for civil, mechanical, and electrical contracts for both both in-house estimates and review of third party estimates.
- Interfaces with Project Managers, Management and Legal Staffs, Designers, Construction Management Consultants, Value Engineering Consultants, and Construction Contractors in the development and review of cost estimates.
- Utilizes CSI Format for estimating total project costs, when required.
- Inputs data using cost estimating software and prepares and analyzes estimate reports.
- Supports Project Managers in review of bid breakdowns.
- Develops, administrates and updates a cost database reflecting the history of contractor bids and actual costs for use in preparing future estimates.
- Provides support to Project Managers in change order and claims negotiations.
- Maintains up-to-date labor and material estimating reference system.
- Consultant Services Estimating
- Supports Project Managers in developing tasks and estimating man-hours and costs for review of design, construction management and value engineering consultant proposals.
- Supports Project Managers and Management in negotiating Consultant fees.
- Maintains a cost database of consultants' fees, including hourly rates, overhead rates, etc.
- Claims Support
- With Project Management Staff, performs cost analyses for delay claims, damage calculations, etc.
- Supports Project Management and Legal Staffs in negotiating construction contractor and consultant claims.
- Attends claims analysis and negotiation meetings, when necessary.
- Complies with all Authority and departmental safety and security policies and procedures as well as all applicable job safety responsibilities. Reports any safety concerns, compromises or hazards affecting operations, the public, self and/or other employees. Responsible for personal safety and is encouraged to promote the safety of others.
- Performs other duties as required.
QUALIFICATIONS AND EXPERIENCE
- B. S. in Engineering or related discipline with a minimum of three (3) years of cost estimating experience in a construction or project management environment.
- In lieu of B. S. Degree, an Associate’s Degree in Engineering or related discipline with a minimum of seven (7) years cost estimating experience working with construction drawings from conceptual through contract documents may be considered.
- Excellent analytical, written, verbal and interpersonal skills required.
- Excellent PC skills required with knowledge of INEIGHT cost estimating software preferred.
