The Department of Revenue (DOR) is seeking to fill a Communication Consultant 4 as our Outreach Liaison to support our newly established Working Families Tax Credit (WFTC) division as the Department works to encourage over 400,000 Washingtonians to apply for the credit.
About the position:
This position is based in Vancouver, Washington and is responsible for assisting the outreach and community engagement needs of the Division by advancing the strategic planning of the Division’s Outreach and Community Partnerships program, and by increasing the linguistic capabilities of the Division.
You will use your knowledge and experiences of the different limited English proficiency (LEP) communities to provide advocacy and support for LEP applicants by serving as a liaison between the community and the WFTC and by providing important information and access to resources in the customer's preferred language.
To do this, you must go out into the community and gather information on potential service gaps, educational needs, communication gaps, privacy concerns, and customer service experiences. You are responsible for identifying community partners; researching methods of communication and reporting community preferences; translating documents and communications; developing presentations and presenting to external entities; planning and coordinating application drives; and building community trust.
The position requires traveling in the Southwest WA region to engage with community partners and promote the Working Families Tax Credit. It’s estimated that 70% of the work will be in the field doing outreach and attending community events.

What you bring:
The ability to establish and maintain strong relationships with multiple diverse internal and external stakeholders.
The responsibility to independently coordinate and organize outreach events, including event location, event dates, and invitees. These events require substantial relationship building and maintenance, meeting and collaborating with stakeholders to promote buy-in and cooperation.
Demonstrated action as a self-starter who can use independent judgment, ensuring continuous process improvement, protecting the agency’s reputation, and cultivating collaborative relationships with communities and community members across the state.
This position requires bilingual capacity in both English and one of these other languages: Spanish, Vietnamese, Korean, Chinese, or Russian, to serve as a liaison between the community, strategic partners, and the WFTC division as regular course of work duties.
The salary listed for this position will include an additional 5% assignment pay as a dual-language position.
Completion of a language assessment will be required as a condition of employment.
Who we are:
The Working Families Tax Credit (WFTC) Division supports the agency mission through education on the working families tax credit, aiding individuals in applying for the credit, registering accounts, maintaining records, examining and processing applications, and distributing credits.
In 2021, the Washington Legislature passed Engrossed Substitute House Bill 1297 which modifies eligibility and provides funding for the Working Families Tax Credit program. The bill names DOR as the administrator of this program. The bill also offers insight into the legislature’s public policy objective for the program, which is to stimulate local economic activity, advance racial equity, and promote economic stability and well-being for low-to-moderate income workers by providing a credit, in the form of a remittance, for the sales tax paid. This position will support the Division’s leadership as they build and administer the Working Families Tax Credit program. In particular, this position will be responsible for helping the Division secure a high enrollment rate for the WFTC.

Our Outreach Liaison will:
Organize outreach events, including presentations, attendance at community events, sponsoring community events when permissible, media/podcast interviews, attendance on poverty and other workgroups, and many other activities.- Conduct application events to provide direct application support to customers.
- Analyze real-time enrollment results, recommending outreach strategies to support WFTC enrollment.
- Coordinate with Customer Experience and Communication Division (CEC) on advertising enrollment fairs and community events.
- Work with CEC to reassess public understanding and reaction to agency program information, such as web pages, printed materials, videos, mobile applications on an annual basis to determines where there are unmet needs and how effectively deliver that information.
- Identify gaps and needs of LEP and English as Second Language (ESL) applicants.
- Recommend sector specific outreach strategies and develops regional outreach plans.
- Serve in a bilingual capacity in both English and another language to serve as a liaison between the community, strategic partners, and the WFTC division as regular course of work duties.
- Coordinate collection, preparation, and dissemination of informational materials to mass news media.
- Collaborate writing bilingual messages to promote the WFTC program.
- Coordinate with other agencies to plan outreach events and acquire best practices.
- Attend community events to develop working relationships with community leaders, community members, and community-focused organizations.
- Promote WFTC services at conferences, meetings and at labor and business events.
- Work closely with other service-delivery programs to coordinate outreach efforts and assist eligible applicants with submitting an application.
Required
A Bachelor’s degree in English, communications, journalism, humanities, public relations, business administration, accounting, marketing, social work or related field AND two years of experience in any combination of the following:
Developing outreach campaigns.- Working with multilingual and multicultural customers.
- Social research, data collection and analysis.
- Writing content for the general public or specific stakeholders.
- Public speaking or conducting workshops for large audience.
- Strategic planning.
- Public relations or communications.
- Other similar experiences.
An associate degree or higher AND four years of experience in any combination of the following:
- Developing outreach campaigns.
- Working with multilingual and multicultural customers.
- Social research, data collection and analysis.
- Writing content for the general public or specific stakeholders.
- Public speaking or conducting workshops for large audience.
- Strategic planning.
- Public relations or communications.
- Other similar experiences.
A high school diploma or GED AND five years of experience in any combination of the following:
- Developing outreach campaigns.
- Working with multilingual and multicultural customers.
- Social research, data collection and analysis.
- Writing content for the general public or specific stakeholders.
- Public speaking or conducting workshops for large audience.
- Strategic planning.
- Public relations or communications.
- Other similar experiences.
A candidate must also possess the ability to read, write, translate, and converse with fluency in both English and another language. Completion of a language assessment will be required as a condition of employment.
Preferred :
- Certified translator or certified interpreter.
- Certified by the International Association of Public Participation.
- Certified as a facilitator.
- Advanced level skills using Word, Excel and Outlook.
