PingWind is seeking a Configuration Manager to support our VBA contract.

Responsibilities

The Configuration Manager will provide Human Centered Design, Configuration, Development, Integration support for VBA including project management, requirements elaboration, design, content creation, training, communications for the configuration, development and integration, testing and deployment, enhancement and sustainment of the SaaS and PaaS solutions in support of VBA (e.g., Salesforce, ServiceNow, Pega, Microsoft Power Platform). The Configuration Manager will provide support throughout the lifecycle including compliance testing, deployment, operations, and maintenance. The QA manager will make recommendations as to which SaaS or PaaS solution offering on the VA Digital Marketplace would best satisfy business needs.

• Oversee all quality testing, maintenance, and deliverables associated with agency information technology initiatives
• Manage continuous quality improvement to ensure the delivery of the best possible IT products and services
• Oversee all activities conducted by the team, including testing, evaluating, and optimizing applications and information technology processes
• Develop and promote best practices and protocols to be followed in quality assurance testing
• Create and manage all testing procedures for an agency’s information technology deliverables including the quality of the product, proper data preparation, and delivery
• Analyze data and test applications as well as the overall IT framework and make suggestions to senior management with regard to overall quality improvements
• Identify and resolve issues that arise in testing and quality assurance procedures of systems and deliverables
• Oversight of an agency’s IT initiatives with respect to service and operational level agreements
• Manage risk assessment, identification, and resolution with respect to applications, deliverables, and systems
• Ensure the agency’s IT initiatives meet government legal and regulatory requirements
• Contribute to schedule and risk management plans.

• Bachelor's Degree Engineering, Computer Science, or related scientific /technical discipline with 10 years experience
• 10 years of additional relevant experience may be substituted for education.
• Strong analytical skills, excellent written and oral communication skills, strong management ability, strong problem-solving skills
• Expertise in various information technology testing applications
• Experience providing Quality Management with Software Development and IT Service Management Projects
• Experience with one or more agile methodologies: Scrum, Kanban, SAFe, eXtreme programming

Preferred Qualifications

• Experience working in the Federal Government, Veterans Administration (VA) experience a plus
• Certified Test Engineer (CSTE) or similar quality assurance certification in the IT field
