HCH Enterprises, LLC is seeking a Consent Decree Coordinator to support the State of Rhode Island Executive Office of Health and Human Services (EOHHS) and other agencies to comply with the terms of the 2014 Consent Decree. This candidate will coordinate and serve as point of contact for State compliance efforts related to the 2014 Consent Decree. This position requires extensive communication and collaboration with multiple internal and external stakeholders as well as strategic coordination and management of several work plans that support State compliance efforts. Primary agencies to coordinate include The Rhode Island Department of Education (RIDE), The Office of Rehabilitative Services (ORS) within Department of Human Services (DHS) and The Division of Developmental Disabilities (DDD) within the Department of Behavioral Healthcare, Developmental Disabilities, and Hospitals (BHDDH)

Responsibilities:

· Develop and implement work plans in collaboration with the Primary Agencies, EOHHS, State Attorney, and Primary Agency general counsels, when appropriate.

· Facilitate planning and consistent communication efforts between Primary Agencies to develop programs/projects, as needed, and strategies to advance and support State compliance efforts; meet deadlines and requirements in a timely and quality manner.

· Serve as the liaison with the State Attorney and provide progress updates, raise issues of concern, and with support from the Primary Agencies’ legal team, prepare for communication with the Court Monitor and the Department of Justice (DOJ).

· Convene monthly Primary Agency team meetings to gain status updates and collaborate with team members on the use of management tools, high level review of work on interagency issues, and challenging compliance issues.

· Coordinate preparation efforts for bi-weekly conference calls, when scheduled, with Court Monitor, DOJ and Primary Agencies on various CD matters and follow up communication and action plans.

· Coordinate site visits to Rhode Island for the Court Monitor and Department of Justice as needed and accompany the Court Monitor on site visits after notifying Primary Agencies of Court Monitor’s intentions.

· In collaboration with Primary Agencies, develop, manage and update workplans that catalogue all agency accomplishments and identify upcoming deadlines so that compliance efforts advance.

· File mandated reports with the Court Monitor and distribute to Primary Agency representatives, and external stakeholders upon approval by the state management and legal team.

· Participate in meetings with various groups, which may include, but are not limited to the Sherlock Center, Employment First Task Force (EFTF) (monthly), Rhode Island Parent Information Network (RIPIN), Advocates in Action, and other stakeholders as appropriate or necessary.

· Provide weekly written reports to management team and EOHHS leadership team detailing coordination progress, achievements, challenges, and upcoming milestones.

· Additional responsibilities, as requested

Skills and/or Experience:

· A self-starter who can work independently with minimal supervision.

· Experience in project management and oversite

· Knowledge of the Olmstead decision of the U.S. Supreme Court and ADA compliance

· Ability to work with diverse groups both inside and outside of state government

· Ability to articulate and present information using strong communication skills to state agencies, stakeholders, public and other parties, as required

· Strong computer skills including Microsoft Word, Excel, PowerPoint, Office, and other related software

· 3-5 years minimum experience with Court Monitors and State Agencies

· 3- 5 years minimum experience with behavioral sciences and or social work

Education:

· Bachelor’s degree and three to five years’ experience in behavioral sciences and/or social work and/or Master’s degree in behavioral science and/or social work, preferred, but not required
